Suggest suspending inclusion of CFS in dossier of animal feed quality inspection

Point c, Clause 3, Article 18 of Decree 13/2020/ND-CP stipulates the certificate of free sale or equivalent document (abbreviated as CFS) is a component of the application for State inspection on quality of imported foodstuffs for traditional foods and single raw materials.
According to the Ministry of Agriculture and Rural Development, this regulation was issued based on Article 36 of the Law on Foreign Trade Management stipulating the Certificate of Free Sale and Clause 1, Article 10, Appendix V of Decree 69/2018/ND-CP of the Government to certify traditional animal feeds and raw materials of export traders to allow them to freely circulate in the exporting country.
However, there are differences between CFS and equivalent documents among exporting countries. Several animal feed importers and international organisations have said that many importing countries have not issued CFS regulations or content of CFS has not met provisions of Point c, Clause 3, Article 18 of Decree 13/2020/ND-CP.
Therefore, after reviewing, considering and consulting with relevant agencies, the Ministry of Agriculture and Rural Development requested the Government issue a resolution to suspend the implementation of Point c, Clause 3, Article 18 of Decree 13/2020/ND-CP (to continue assessing the impact) until December 31, 2020.
In the short term, the Ministry of Agriculture and Rural Development will direct its units not to require import enterprises to present a CFS as prescribed at Point c, Clause 3, Article 18 of Decree 13/2020/ND-CP.
