Suggest the Ministry of Public Security to use e-voucher for granting registration certificate of imported automobile

According to the Ministry of Transport, among 87 administrative procedures of the ministry involved in NSW, there are 15 interdisciplinary procedures (Maritime are 11 procedures, Inland waterways are 4 procedures) with the coordination and participation of many ministries.
However, each ministry has its own regulations on handling administrative procedures, and because the elements of the dossier and the time required for submission through NSW have not been unified, so declarants have to declare and lodge dossiers several times in order to complete a set of dossier.
While the electronic dossiers need to have a unified timeline for relevant authorities to coordinate to handle administrative procedures (for example: the maritime field), thus it still has difficulties in the declaration of the declarants and the coordination in handling administrative procedures of the parties.
On the other hand, according to the Ministry of Transport, there is no full legal regulation on the sharing and use of electronic data through NSW. So that for some administrative procedures, Ministry of Transport still has to print and return the results by hardcopy to people or enterprises in order to submit or present to other authorities.
The Ministry of Transport proposed to Deputy Prime Minister Vuong Dinh Hue- Director of the National Steering Committee for ASEAN Single Window (ASW), NSW and Trade Facilitation, to direct the Permanent Office of Steering Committee (General Department of Vietnam Customs) to chair and coordinate with other related ministries and sectors to develop and submit to competent authorities for promulgation regulations on the use and sharing of electronic data via NSW and ASW.
Coordinate with ministries and sectors to build digital databases for enterprises and organizations on the National Single Window Portal.
At the same time, re-use of information, electronic vouchers and administrative decisions that are part of the file that has been archived on the National Single Window Portal in order to use for implementing administrative procedures through NSW instead of requesting enterprises and organizations to present the information of the vouchers like before.
Notably, the Ministry of Transport, Ministry of Public Security uses electronic vouchers: Certificate of technical safety and environmental protection of automobiles and motorcycles imported through NSW in the process of granting registration certificate of automobiles.
