To implement Circular 40 of the Ministry of Finance and support tax payers and e-commerce platforms, the General Department of Taxation expects to deploy four steps.
Step 1 (in August 2021), the General Department of Taxation will work with the Ministry of Industry and Trade to conduct survey on some e-commerce platforms to develop data standards and draft data standards.
The department will send data files via its portal or connect with major e-commerce platforms. This proposal will be asked by the Vietnam- Ecommerce Association before conducting surveys at platforms.
It expects the data on sellers on the platforms will be sent monthly, including store name, store owner name/tax code/identity card/address/email/telephone number/revenue. Basically, this data is available at platforms.
Step 2 (from August 1 to October 1), the department will summarise feedback, complete and submit authorities to issue official guidelines on: data standards providing information; connectivity solutions; the process of providing information and exploiting the tax authority's database to serve the tax administration.
Step 3 (from October 1, 2021 to before January 1, 2022), the General Department of Taxation and e-commerce platforms must upgrade the application to provide information according to the standard format.
Steps 4 (from January 1, 2022), e-commerce platforms will provide information with the tax man under data standards.
The General Department of Taxation has proposed the Vietnam-Ecommerce Association to give opinions from e-commerce floors.
