Tax authority requests banks to provide information about the taxpayer's payment account

The information that must be provided includes the account holder's name, account number, opening date (operating start date) and expiry date.
The provided accounts are payment accounts described in the Law on Credit Institutions and Circular 23/2014 and Circular 16/2020 of the State Bank of Vietnam. The provided information is used to compare with the tax identification number or a number of documents.
The information about payment account information is provided electronically through the website of the General Department of Taxation. Commercial banks and foreign bank branches are allowed to use the electronic tax transaction accounts granted on the website of the General Department of Taxation to provide information.
If a commercial bank or foreign bank branch adds information on registration of transmission and receipt of a payment account, it shall comply with the provisions of Article 11 of Circular 19/2021 of the Ministry of Finance on electronic transactions in the tax field. If a commercial bank or foreign bank branch does not have an account for electronic tax transactions, registration shall be carried out according to regulations.
In addition, commercial banks and foreign bank branches can also make a list by using declaration support software or online on the website of the General Department of Taxation, or export the list from the software developed by the commercial banks and foreign bank branches according to data format standards.
In case it is necessary to check the list of taxpayers before making the list of payment account numbers, the data provided by the General Department of Taxation should be looked up. If the customer's payment account has tax code information, the commercial bank or foreign bank branch shall compare and provide payment account information according to the tax code; if the account does not have tax identification number information, the commercial bank or foreign bank branch shall check documents provided by the General Department of Taxation according to the taxpayer's tax identification number. Commercial banks and foreign bank branches are responsible for keeping confidentiality and only using the information provided by the General Department of Taxation for information exchange.
In addition to providing a list of taxpayers' tax identification numbers, the General Department of Taxation shall receive and notify the situation and accept the list of taxpayers' payment account numbers issued by commercial banks and foreign bank branches. The General Department of Taxation has upgraded the application of information technology and started providing and receiving information from commercial banks from May 3, 2022.

No later than 90 days from the date of issue of this official letter, the commercial bank, foreign bank branches shall make and send the list of payment accounts of the first-time taxpayers to the General Department of Taxation, including all the payment accounts which were valid for the month preceding the month of providing the information. On a monthly basis (no later than 10 days of the next month), commercial banks and foreign bank branches shall provide information on new account numbers arising in the month and accounts in expiry date.
