Tax policy needs to protect the domestic consumer

According to the Tax Policy Department, in 2016, the Department has completed 100% of the assigned the schemes, of which there have been 1 Law and 1 Resolution of the National Assembly and 1 Ordinance of the Standing Committee of the National Assembly and 1 Resolution and 12 Decrees and Decisions of the Government and the Prime Minister; and 172 Circulars and 2 Decisions of the Ministry of Finance. The schemes were deployed urgently and ensured the progress and quality, contributing to stabilize the macro economy, pricing stability, promote the development of production and business, reform the administrative procedures and increase revenue for the State budget.
However, according to the Director of the Tax Policy Department Pham Dinh Thi, besides the positive results achieved, research and building of tax policy and fees and charges are still partly restricted on the actual data, the analysis and prediction of impact of the policies are not specified. The main reasons for the restrictions are the lack of the necessary information and data base; the low effect of some statistical systems and the lack of organizational structure of the Department.
The Deputy Minister of Finance Vu Thi Mai said, during the past time, the research and building of the tax policy and fees and charges are well and quickly deployed in a timely fashion. But, the units which consult on Tax policies need to have more comprehensive and unified view to over come the restrictions above.
Besides, the Tax Policy Department needs to study the new problems or issues in the world to direct and propose policies which are applicable to Vietnam in a timely fashion. Especially, the Deputy Minister also noted that review and assessment of the schemes which will be submitted to the higher levels in 2018 needs to be completed in 2017.
In the same opinion with the Deputy Minister, the Minister Dinh Tien Dung stressed 8 schemes that implement measures of tax collection for the deployment of Resolution 07ND/TW of the Politburo on policies and solutions for restructure of the State budget and management of public debts to ensure safety and sustainability of the national finance. The Department needs to carry out research and establishment now to complete and submit to the National Assembly by 2018, that will be taken effect by 2019.
The Minister also said that the regimes and policies on taxes, fees and charges which will be applied are not only in line with the actual situation but also publicized for the people directly affected by the policies to clearly understand and comply.
Especially, according to the Minister Dinh Tien Dung, in 2017 Tax policies need to be expanded and innovated. In-parallel with continuing to remove difficulties to boost business and production and create revenues for the State budget, Tax policies need to focus on creating a transparent and fair business environment and protect domestic production and the benefits of domestic consumers.
