According to the latest report from the General Department of Taxation, in November 2017, the Taxation collected VND 86,000 billion (equal to 8.9% of the estimate). The Taxation has collected VND 887,411 billion in the first eleven months, a year-on-year increase of 14.4% (excluding revenue from selling State shares in enterprises)
Of which, revenue from crude oil was estimated at VND41,633 billion (equivalent to 108.7% of the estimate), and domestic revenue was estimated at VND845,778 trillion (equal to 90.9% of the estimate). Revenue excluding land use fees was estimated at VND 751,059 billion (equivalent to 86.7% of the estimate).
According to the General Department of Taxation, so far, there have been 11 out of 17 revenues. Revenues from taxes were estimated to have had agood growth rate (over 92% of the estimate), and 14 out of 17 revenues and taxes have grown over the same period. Remarkably, revenues with high growth rate in terms of both criteria were: personal income tax with 92.5% of the estimate, charges and fees 111.4%, land use 148.7%, and land rental fees 184.5%
In order to achieve this result, in November the General Department of Taxation continued to focus on directing and carrying out the State budget collection tasks, especially central budget collection under the guidelines of the Government and the Ministry of Finance.
Accordingly, the whole sector has completed the plan on developing policies and institutions in accordance with the process by strengtheningthe propaganda of new tax policies and electronic tax services, and especially with electronic invoices and the electronic tax refund service. At the same time, the tax agencies have strictly monitored and manage production and business activities, tax declaration and payment from enterprises.
Together with the mobilisation of revenues for the state budget, the General Department of Taxation has actively taken measures to drastically reform institutions, administration and implemented e-Government procedures. Thus, contributing to improving the business environment and enhancing the national competitiveness in the spirit of Resolution 19 / ND-CP of the Government. Accordingly, in November 2017, in addition to ensuring the completion of 100% of projects and tasks already registered with the Ministry of Finance, the General Department of Taxation has issued guiding documents in a timely fashion, thereby ensuring the smooth and effective operations of the tax agencies at all levels.
As assessed by the General Department of Taxation, the performance of tasks to this moment has basically followed the process and set a solid premise for the whole sector to strive to complete the assigned political tasks. However, with the goal of achieving the central budget revenue estimate in the remaining month of the year, the General Department of Taxation requested a focus on operating and managing the remaining revenue sources for the potential of increasing revenue.
On the basis of the insufficient revenue compared to the estimate, the collecting units must specify the responsibility to each division and each officer to urge the collection and raise revenue. The General Department of Taxation also instructed local tax authorities to take advantage of the Party committees and authorities guidance at all levels, and carry out measures to manage and exploit revenues to mobilize revenue collection to achieve the State budget in a timely fashion.
