Tax revenues exceeded the 2016 estimate by 9.3%

At the opening of the conference, the General Department of Taxation, Mr. Bui Van Nam said that in 2016, the financial situation as well as currency in the global economy became quite complicated. Besides, domestic natural disasters including floods and droughts negatively impacted on the economy of Vietnam as well as the collection of the State budget revenues. However, with the drastic management of the Government, the Ministry of Finance and the General Department of Taxation, Taxation collected revenues for the State budget effectively while promoting reform administration, facilitating taxpayers and strengthening internal disciplines. Thus, in 2016, Taxation successfully completed the assigned tasks.

Regarding the collection of the State budget revenues in 2016, Mr. Cao Anh Tuan, the Deputy Director General of the General Department of Taxation said that revenues from Taxation reached 884,399 billion vnd, exceeding by 9.3% compared to the estimate (exceeding by 74,899 billion vnd). Oil revenues reached 40,186 billion vnd (equivalent to 73.7% of the estimate). Inland revenues reached 844,214 billion vnd (equivalent to 111.8% of the estimate). Of which, revenues from land use reached 97,495 billion vnd, equivalent to 195% of the estimate (exceeding by 47,495 billion vnd); dividends and profit reached 74,168 billion vnd (134.9% of the estimate); and domestic revenues excluding land use fees, dividends and profits reached 672,550 billion vnd (103.5% of the estimate).

In the past year, Taxation instructed taxpayers to comply with policies, the Law and regularly update legal documents on Taxation. The inventory and review of tax codes were paid much attention by tax authorities at all levels to ensure the control and administration of taxpayers. Notably, the tax examination in 2016 was considered one of the special tasks of the Taxation sector. In 2016, Taxation conducted examination of 84,472 enterprises (94.2% of the plan in 2016) with a total amount of tax revenues of 17,164 billion vnd, extracting 11,907 billion vnd to the State budget.

At the conference, many Taxation Departments such as Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Nghe An, Quang Nam and Dong Nai made reports on the implementation of budget revenue tasks in 2016. Most local Taxation Departments exceeded their assigned tasks and strived to promote the achieved results to fulfill the requirements assigned by the Ministry of Finance and the General Department of Vietnam Customs in 2017.

Mr. Cao Anh Tuan said that, in 2017, Taxation will strive to exceed the highest revenues of 968,580 billion vnd in 2017 assigned by the National Assembly, the Government and the Ministry of Finance. The above number increased by 9.5% compared to the results achieved in 2016, with crude oil revenues of 38,300 billion vnd and domestic revenues of 930,280 billion vnd.

In order to accomplish this goal, the General Department of Taxation has issued 4 groups of solutions and 28 specific measures to focus on the following issues: Implementing unified solutions to accomplish the tasks of revenues in 2017; implementing measures of the Government on macroeconomic stability, control of inflation, improvement of the business environment effectively in a timely fashion; accelerating the process of reform and modernization of the tax system, continuing to review and reform tax administration; implementing programs to prevent and fight against corruption, waste and strengthen internal management.

Regarding tax collection in the last year, the Deputy Minister of Finance, Mr. Do Hoang Anh Tuan noted and appreciated results and efforts that Taxation achieved. "In 2016, Taxation had many difficulties in performing its duties. That was a loss of revenues due to weak and inefficient State enterprises, which made revenues just 95% compared to 2015, a decrease of nearly 9,000 billion vnd. Financial resources of the State Bank and credit institutions were in difficulty with tax revenues being only 79% compared to 2014-2015 due to bad debts. Besides, oil prices were much lower than the estimates. Therefore, the revenue results of Taxation showed the relentless efforts and determination of the leaders of the Taxation sector as well as all employees.

The Deputy Minister of Finance, Mr. Do Hoang Anh Tuan said that the tasks of Taxation in 2017 were extremely difficult. In order to fulfill these tasks, the General Department of Taxation needs to implement Government Resolution 19/NQ-CP and Government Resolution 35/NQ-CP drastically on measures to promote production and business. The management of tax arrears should also be emphasized in order to increase revenues and reduce debts for the State budget. Moreover, tax inspection also needs to be strengthened in Taxation. The Deputy Minister of Finance has also requested the General Department of Taxation to concretize each task of subordinate offices and agencies from the beginning of the year to fulfill its duties in 2017.
