Tax sector collects more than VND775 trillion in six months

VCN - The General Department of Taxation held a conference on the afternoon of June 30 to review the work of the first six months of the year and offer solutions to implement tax tasks in the last six months of 2022. Deputy Minister of Finance Vu Thi Mai chaired the conference.

Budget revenue rose by 17.6% year-on-year

Speaking at the conference, Director of the General Department of Taxation Cao Anh Tuan said in 2022, despite many difficulties and challenges, thanks to efforts to develop production and business and strict observance of tax policies by many organizations and individuals, and the efforts of tax authorities at all levels, the tax sector recorded a positive result in the first six months of the year.

Accordingly, the budget revenue in the first six months of the year was estimated at VND775,262 billion, equaling 66% of the assigned estimate, and 117.6% compared to the same period in 2021.

Of which, revenue domestic taxes and fees reached VND578,404 billion or 63.2% of the estimate, up 13.1% year-on-year. If excluding the policy factors of exemption and reduction, and extension of payment deadlines of taxes and fees, the revenue rose by 5.9% year-on-year.

Along with that, 16 of 19 revenues and taxes saw high results compared to the estimate (over 55%), including large revenues such as state-owned enterprises reaching 56.8%, foreign-invested enterprises 56.4%, non-state sector 67.7%, personal income tax 77.4% and revenue from registration fee 68.5%.

According to Mr. Cao Anh Tuan, by the end of June, 60 out of 63 cities and provinces had revenue reaching over 50% of the estimate, especially provinces with high income in six months such as Hung Yen, Thanh Hoa, Quang Binh, Quang Tri, Bac Giang, Quang Ngai, Phu Tho, Ba Ria-Vung Tau, Kon Tum, Thua Thien – Hue and Ha Tinh.

The leader of the General Department of Taxation said that during the first six months of the year, the communication to support taxpayers was strengthened through electronic forms to meet the Government's digital transformation trend and the need to access electronic information of taxpayers. The Tax sector has also focused on disseminating new tax policies, e-invoices and resolutions of the National Assembly and the Government; government decree; circulars of the Ministry of Finance on policies to support businesses and people.

Notably, the support for taxpayers has been gradually shifted from direct support from tax authorities to online support by Tax authorities at all levels. The Tax sector has focused on solving problems through the following forms: phone calls, online exchange on the Tax Department's web portal; online support through 479 information channels of the entire tax industry; posting clips, guidance documents on the website of the Tax Department and social networks (zalo, Facebook) of tax authorities at all levels.

Continue solutions to support people and businesses

The performance in the first six months of the year has achieved comprehensive results, the 6-month budget collection has achieved good progress, creating a favorable premise for the implementation of tax tasks in the remaining months of the year.

However, the General Department of Taxation said, although the economic forecast in the coming months continues to have prospects for recovery, many unpredictable changes in the world, especially the impact of the Russia-Ukraine conflict on the recovery and growth of the global economy and the Covid-19 pandemic being brought under control; the implementation of Resolution 18/2022/UBTVQH15 on 50% reduction of green tax for gasoline (except ethanol), diesel oil, fuel oil, lubricants and grease; 70% reduction of green tax for kerosene and continuous increase in gasoline prices which also puts pressure on inflation will have an impact on tax revenue in the last months of the year.

In the near future, the entire Tax sector will closely follow the direction of the National Assembly, the Government, the Prime Minister and the Ministry of Finance in implementing the main tasks and solutions to implement the Social-Economic Development Plan 2022 to complete the task of state budget collection in 2022.

The Tax sector will also implement the tax support solutions according to the Resolutions of the National Assembly and the Government in the socio-economic recovery and development program; continue to research, advise and submit to competent authorities to issue appropriate solutions to continue supporting businesses and people; review and implement administrative procedure reform as required in the Government's Resolution on continuing to perform key tasks and solutions to improve the business environment and enhance national competitiveness.

In addition, the Tax sector will focus on building a large data center on e-invoices and tools to exploit, analyze, manage and use data from e-invoices for tax management; applying AI technology to analyze and verify electronic invoice data, manage and analyze risks to improve tax management efficiency.

In particular, the tax sector aims to strengthen discipline, improve the sense of responsibility of officials and civil servants in performing their official duties, and perform the work of anti-corruption, thrift practice, and waste combat.

"After the conference to review tax work in the first six months of the year, the General Department of Taxation will focus on key solutions. Accordingly, the tax sector will also prepare to build a budget revenue estimate in 2023. In addition, the tax sector will also focus on main tasks such as inspection, collection of outstanding debts; and prevention of loss of revenue in areas such as real estate, e-commerce, and strive to complete and exceed the estimate at the highest level, striving for 63 out of 63 tax departments to complete and exceed the assigned estimates," said Cao Anh Tuan.
