Establishing a steering committee and teams to execute e-invoices
Since September 2021, after nearly half a year of applying e-invoices in six provinces and cities, including Ha Noi, HCM City, Hai Phong, Quang Ninh, Binh Dinh and Phu Tho. Currently, the work has achieved positive results.
According to the General Department of Taxation, the seven e-invoice operation centers in charge of e-invoice management at the General Department of Taxation and six existing tax departments have hotlines and arranged officers to support and remove problems in the operation process. By the end of March 20, 437,453 enterprises have registered and used e-invoices according to regulations.
To implement the roadmap for applying e-invoices in the second phase, on February 24, the Ministry of Finance issued Decision 206/QD-BTC applying e-invoices in 57 provinces and cities, and Official Dispatch 1799/BTC-TCT sent to local governments to execute e-invoices in accordance with the Law on Tax Administration 38/2019/QH14 and Decree 123/ 2020/ND-CP.
Director of the Information Technology Department Pham Quang Toan said in order to execute e-invoices in the second phase in 57 provinces and cities under Decision 206/QD-BTC of the Ministry of Finance, the General Department of Taxation has developed and issued implementation plans in 57 tax departments, including focusing on improving human resources of the steering committee, standing team and operation center at the General Department of Taxation; perfecting e-invoice policies and operations, regulations on professional data components and methods of transmission with the Tax sector.
The country’s top tax authority requested tax departments to advise the local governments to issue the decision on establishing steering committees, standing teams to execute e-invoices in localities, and operation centers at the tax departments and announce hotlines to support taxpayers.
In addition, tax departments were required to propose to local governments the plan to apply e-invoices under the direction of the Ministry of Finance and the General Department of Taxation.
The General Department of Taxation requested local tax authorities to expedite the dissemination on e-invoices; introduced regulations and processes on e-invoice application to tax departments; held conferences to discuss with e-invoice suppliers on plans and coordination methods in performing the application for 57 localities; as well as prepared conditions for the e-invoice execution in the second phase.
Preparing IT infrastructure
According to Customs News, all tax authorities in 57 provinces and cities have urgently applied e-invoices. For example, Bac Ninh Tax department has expedited the e-invoice application to enterprises and business households. Currently, 30 organizations have signed coordination agreements on e-invoices, including 26 e-invoice suppliers eligible for providing services and data connections, which are approved by the General Department of Taxation.
The suppliers provided solutions on e-invoices to about 9,000 businesses, accounting for 99% of the total businesses applying e-invoices and 58.5% of total businesses in the province. This is a great advantage for taxpayers to carry out the procedures to convert e-invoices under Circular 32/2011/TT-BTC with or without tax authority codes.
Bac Ninh Tax Department has actively advised the Provincial People's Committee to establish a steering committee and a standing team to implement the application of e-invoices for implementation in the province. The department has set up an operation center and announce a hotline at the Provincial Tax Department and regional tax branches to support taxpayers in implementing e-invoices.
The Tax Department has also reviewed and classified taxpayers as users of e-invoices according to regulations to notify each unit; prepare conditions for information technology infrastructure to make and transfer e-invoice data to tax authorities, send e-invoices to buyers and other contents on management and use of e-invoices.
At the same time, closely coordinate with telecommunications infrastructure operators to ensure a smooth implementation process.
Thai Nguyen Tax Department has built a roadmap to encourage businesses to use e-invoices; requested its tax offices and branches to strengthen information on the benefits of the application of e-invoices to all officers and employees as well as taxpayers; notify enterprises, economic organizations, business households and individuals to proactively prepare conditions for infrastructure and information technology solutions to be ready to apply e-invoices; work with e-invoice solution providers to organize training for taxpayers; set up a team to implement e-invoices and a team to handle problems related to e-invoice software.
According to Thai Nguyen Tax Department, from now until the end of May 2022 , the department will continue to strengthen information on e-invoices so that taxpayers understand the benefits and can effectively use e-invoices.
