According to the General Department of Taxation, in the first seven months of the year, the sector has carried out over 44,000 inspections and examinations, reaching over 49% of the year plan. The additional tax amount was only 89.11% over the same period in 2017.

The inspection results revealed that some tax departments had low inspection completion rates (less than 40% of the plan) such as Lao Cai, Bac Giang, Hung Yen and Phu Tho, etc. Meanwhile, the remaining tasks for the whole year is assessed as a burden because it requires to ensure for the examination and inspection plan that 18.5% of the number of operating enterprises must be inspected.

Accordingly, the head of the General Department of Taxation requested the tax departments to supplement the maximum manpower and strengthen the inspection and examination. At the same time, it needs to flexibly apply the provisions of the Law on Inspection, the Law on Tax Administration and the guiding documents to improve the efficiency and effectiveness of the inspections and examinations.

The tax departments are required to coordinate with local agencies and authorities to effectively exploit revenues and combat budget deficits in the fields of transfer and trading of real estates, project transfer, exploitation of natural resources and minerals, river sand and gravel and the trading of wholesale and retail groups.

Particularly for the exploitation and trading of river sand and gravel, the tax sector has requested its units to strictly control the tax invoices for trading of construction sand and gravel and prevent the trading of invoices in a timely fashion.

Documents of the Tax sector stipulate; "Transferring dossiers of cases where there are signs of trading and using unlawful invoices for tax evasion or tax fraud of enterprises engaging in exploitation and trading of construction sand and gravel to a police agency for investigation and settlement in accordance with the law provisions”.

Leaders of the General Department of Taxation also stressed the need to intensify inspection and examination of accounting and invoicing regimes for enterprises engaging in import, export, manufacture and business of pharmaceuticals, cosmetics, supplementary foods, traditional medicine with high risks.
