Taxation: Reduction with tight management

Accordingly, the goal of the plan is to strengthen and streamline the apparatus of the General Department of Taxation to ensure efficient, effective and smooth operation of the tax reform. At the same time, the Taxation Department shall streamline the payroll according to Decree 108/2014 / ND-CP dated 20 November 2014 of the Government and the scheme on streamlining the tax branches, reducing staffing with rearrangement and streamlining of apparatus, restructuring civil servants, employees and laborers; to renovate and raise the quality and efficiency of public non-business units under the General Department of Taxation.

The main tasks and solutions for the implementation of the plan are to raise awareness and create a clear change of ideas and actions in the continued reform and reorganization of the apparatus of the General Department of Taxation effectively. In addition, the Taxation shall propagandize and create consensus with the Party Committees and local administrations so as to carry out the reform and streamlining of the apparatus well, restructuring of the General Department of Taxation’s staff and ensure the fulfillment of political assigned tasks.

The plan also sets out the task on further strengthening the functions, tasks and streamlined apparatus of the General Department of Taxation. Specifically, continue coordinating with the concerned units to amend the functions, tasks, powers and organizational structure of the General Department of Taxation to avoid overlapping of functions and tasks among the departments and units.

Implementing the Decision No. 520 / QD-BTC dated 13 April 2018 of the Ministry of Finance approving the plan for reorganizing and merging the District Taxation Branches directly under the Central Government.

Accordingly, by 2020, the Taxation will be reorganized from 548/711 Taxation Branches into 257 Taxation Branches (reducing 291/711 Taxation Branches) as follows:

In 2018, the District Taxation Branches of the 63 provincial Taxation Departments will be rearranged into 154 Regional Taxation Branches (reducing 173 Taxation Branches) before 1 July 2018; to make 135 Taxation Branches into 64 regional Taxation Branches (reducing 71 Taxation Branches) before 1 September 2018.

In 2019, 53 Taxation Branches will be rearranged into 25 regional Taxation Branches (a reduction of 28 Taxation Branches).

In 2020, rearrange 168 Taxation Branches into 78 regional Taxation Branches (a reduction of 90 Taxation Branches).

The General Department of Taxation requested a review of finance, assets, investment in capital construction; to guide the performance of handover and receipt of assets, construction investment and finance when rearranging and merging tax offices; to participate in the elaboration of plans on transfer of tasks to organize the examination and tax calculation practice certificates under the direction of the Ministry of Finance.

Noteworthy, the General Department of Taxation is required to closely manage the payroll, restructure the contingent of public servants, improve the quality of human resources. Accordingly, the Taxation shall carry out the assessment of public servants and officials to ensure proper, objective, fair and public evaluation, according to criteria for evaluating results, effectiveness of public duties and tasks of civil servants under the guidance of the Ministry of Finance as the basis for determining the object to reduce payroll.
