Temporarily importing chicken feet but re-exporting soil and sand

These deceitful activities were discovered by the Customs Branch of Mong Cai border gate under the Quang Ninh Customs Department.
On 1st January 2017, at Point Km3 + 4, Hai Yen Ward, Mong Cai City, Quang Ninh, the Customs force carried out physical inspections of all cargo of AB PLUS Logistics Joint Stock Company (located at K9 road, Dong Hai 2 Ward, Hai An District, Hai Phong) and discovered that this company misstated the quantity of goods compared to goods from bonded warehouses on purpose.
Specifically, on 31st December 2016, a representative of AB PLUS Logistics Joint Stock Company came to the ICD Thanh Dat Port (the Customs Branch of Mong Cai border gate) to export a shipment with the declaration No. 500068650622 of 30th December 2016 at the Customs Branch of Hai Phong port, Region 3 to export to partners. As declared by this company, the shipment included: 1,400 parcels of frozen chicken feet, with a total weight of 29 tons in the container No. FSCU5703371 with the Customs seal No. A.12.0111752.
During the surveillance of the export shipment, Customs officers detected heterogeneous goods and reported to the leader of the Customs Branch of Mong Cai border gate to stop the transport of this shipment and conducted physical inspections of the shipment.
After physical inspections, the Customs force discovered 72 parcels of frozen chicken feet with a total weight of 1,440 kg; 950 empty cartons (with a total weight of 285 kg); 230 bags of sand with 55 kg per bag (with a total weight of 12,650 kg). Thus, the company did not declare 27,560 kg of frozen chicken feet, 285 cartons and 12,650 kg of sand and soil.
On the same day, at Dai Vai Export Point, Luc Phu, Bac Son, Mong Cai City, Quang Ninh Province, the Customs force continued to conduct physical inspections of Hai Phong Trading Services and Import-Export Corporation (address: No. 19 Ky Con, Hong Bang, Hai Phong City) and discovered that the company misstated the quantity of goods compared to goods from bonded warehouses on purpose.
As declared by the company, the total amount of goods included 2,800 parcels of frozen chicken feet, with a total weight of 58 tons transported by two containers: container No. SEGU9003458 with the Customs seal No. A16.0046798 and container No. SEGU9004238 with the Customs seal No. A16.0046799.
Realizing suspicious signs of the above shipment, Customs officers of Dai Vai Export Point proposed to the Customs Branch of Mong Cai border gate the decision to stop the transport of the shipment and conducted physical inspections of the shipment (according to the declaration No. 500068609102). After physical inspections, the Customs force discovered 144 parcels of frozen chicken feet (with a total weight of 2.880 kg); sand powder (26,642 kg) and 1,128 kg of empty cartons. Thus, the company did not declare 55,120 kg of frozen chicken feet, 1,880 cartons and 26,642 kg of sand powder.
On 4th January 2017, speaking to a reporter of the Customs Newspaper, the leader of the Customs Branch of Mong Cai border gate said that during the process of working with businesses and relevant units, many enterprises explained that the cause of this situation came from errors in the process of importing goods from abroad to Vietnam. Earlier, there were many cases that Vietnamese enterprises were deceived by foreign partners. Therefore, the Customs Branch of Mong Cai border gate is currently verifying these cases.

Currently, the Quang Ninh Customs Department is assigned to manage 17 bonded warehouses, including 16 bonded warehouses in the territory of Mong Cai City. Basically, these bonded warehouses fully meet the requirements in terms of size, camera surveillance systems, data warehousing systems; and cargo management software. In order to closely manage goods in this form, the Quang Ninh Customs Department has actively organized inspection teams to check goods periodically, especially the management of bonded warehouses. In addition, for bonded warehouses and import-export points not meeting the conditions on camera images, enterprises must be committed to investing to meet necessary requirements before 1st July 2017. Moreover, the Quang Ninh Customs Department has directed Customs Branches to strengthen inspections and control to detect and handle violations in a timely fashion. |
