Thai Nguyen State Treasury: goal of deploying online public service is not far away

VCN - Online public service has been deployed by the State Treasury system since the beginning of 2019. Up to now, the online public service has proved its superiority, convenience and suitability with the development trend because in many units, although it has only been deployed for a short time, it has received a strong response from budget users. This is particularly true at Thai Nguyen State Treasury.

Most affiliated units have high deployment rates

To deploy online public service, each provincial and municipal State Treasury has different ways to do it. For example, Hung Yen State Treasury has drastically deployed it right from the early days (end of 2018) by encouraging budget users from commune level to deploy online public service, thereby creating the most effective communication to the remaining units. Or at Hai Duong State Treasury, the unit has organized trainings sessions for budget users at its office by specifying each step on the online public service software so that difficulties and problems will be handled by State Treasury officers in a timely fashion. Lao Cai State Treasury is also effectively deploying the online public service thanks to listening and learning from experience of other units. It can be said that, despite different ways, the general goal is still providing online public service to all budget-using units by 2020.

So far, Thai Nguyen State Treasury is a bright spot in the implementation of online public service of the entire State Treasury system. According to the latest data of the unit, by the end of July, Thai Nguyen State Treasury has launched the online public service to 1,310 of 1,373 budget users, accounting for 95% of the plan. In July alone, there were 28,524 sets of records arising at Thai Nguyen State Treasury, of which 14,929 sets were through the online public service system (accounting for 50% of the documents through Thai Nguyen State Treasury). Thai Nguyen State Treasury received over 600 documents via the online public service per day

According to statistics, the State Treasury units under the province have high rates of deploying online public service to budget units. Typically, Phu Luong State Treasury has deployed the online public service to 110 of 110 budget users (reaching 100 percent of the plan); Dai Tu State Treasury has deployed 168 of 170 budget users (reaching 99 percent of the plan); Dinh Hoa State Treasury, Phu Binh State Treasury has reached 98 percent of the plan. Only the Expenditure Control Division under Thai Nguyen State Treasury has reached 89 percent of the plan because many budget users are still facing problems in changing account owners or are in the process of restructuring.

Skilful in deployment

According to Head Expenditure Control Division under Thai Nguyen State Treasury Le Trong Hiep, Thai Nguyen State Treasury has now successfully deployed the online public service to budget users throughout the province. To achieve this result, the unit has always followed the direction and orientation of the State Treasury and effectively informs about the benefits of the online public service to budget users and accompanied budget users during the deployment.

Besides, Thai Nguyen State Treasury took advantage of the response and satisfaction of the first budget users to spread to the remaining units. Moreover, to ensure the smooth implementation of online public service to budget users, Thai Nguyen State Treasury still allows manual transactions when the online public service encounters errors at sensitive times such as the end of the quarter, the end of the year or for expenditures that need to be resolved immediately. With this method, Thai Nguyen State Treasury has received a high consensus from the city’s leaders as well as budget users, thus the proportion of units participating in online public service is increasing.

In addition to the advantages, like other State Treasury units, Thai Nguyen State Treasury also faces many difficulties. Hiep said when it was first deployed, besides the technical problems due to new software which is being improved, the biggest difficulty is still from budget users.

"Not all units have good machines and equipment and a transmission line to deploy the online public service. There are units only buying relatively low speed internet packages, so the use of the online public service software is slow and inefficient. Furthermore, in many units, chief accountants are old and about to retire, so they are afraid of the deployment and changes. The expenditure control officer of Thai Nguyen State Treasury has spent a lot of time and effort to persuade them,” Hiep said.

However, with the determination to fulfil the task and overcome the initial difficulties, the online public service has been accepted and supported by the provincial budget users. Thai Nguyen State Treasury’s representative said that in August 2019, Thai Nguyen State Treasury is deploying another period of online public service to 48 budget users, which is expected to be completed by the end of the month. Thus, the proportion of budget users in Thai Nguyen province participating in online public service will reach nearly 100 percent.

Currently, the Traffic Construction Project Management Unit carries out transactions on the online public service system of the State Treasury in both areas: recurrent expenditures and investment expenditures. This software is simple and is easy to use, saving a lot of time for accountants. From the beginning, the unit did not encounter any significant difficulties. Moreover, the most outstanding feature of the online public service is the transparency, helping leaders and accountants spend less time traveling but still follow the processing of their records, which is in accordance with the trend of modernization and administrative reform.
