The case of importing shoe from China labeled ‘Made in Vietnam’: TOPPER shoes are being sold on the internet

As the news published by Customs News, Hai Phong Customs is clarifying a violation sign of one container of shoes imported temporarily from China.
Specifically, there was a white stamp with the words ‘MADE IN VIETNAM’ attached with the information written in Argentina inside the shoe branded TOPPER.
The shipment was declared by Lac Lac Co., Ltd (address in Hanoi) to implement temporary import and re-export procedures with information of sports shoes of all kinds in Vietnam.
However, through a detailed audit, the customs authority determined the shipment had suspicious signs of trademarks and origin of goods.
Specifically, the goods name and bill of lading represented Vietnam origin while the loading port was Xiamen port (China); the bill of lading was ‘PO # CARTON NO. IMPORTER: ALPARGATAS S.A.I.C MADE IN VIETNAM ‘.
Facing the above questions, Hai Phong port area 1 Customs Branch transferred the shipment to red channel for physical inspection.
As a result, the quantities and types of goods were correct as declared; on the shoes were labelled TOPPER words, inside of the shoe was a white stamp with the words ‘MADE IN VIETNAM’ attached with the information written in Argentina.
Currently, all the information and documents has been transferred to the Customs Enforcement Unit (Hai Phong Customs Department) in order to clarify the signs of violation with the above shipment.

Regarding the above issue, according to the Customs News reporter's finding, the item is now quite popular and being sold in the internet.
The information given by seller has many similarities which is goods exported to Argentina as the information of the shipment that is being verified by Hai Phong Customs.
Talking on the phone to reporter, a representative of a shoe shop on Lang Ha Street (Hanoi) said that TOPPER shoe was produced domestically for export to Argentina but it was faulty and ‘slipt’ in to domestic market for sale? But when the reporter asked where the factory was, the representative did not reveal.

On the other hand, at an online sales website, the reporter also noticed that there was an advertisement about ‘TOPPER shoes exports to Argentina’.
Talking on the phone, the representative of this website said the goods were posted by the seller. However, before posting to the online sales site, the sales manager of this site would check the information before posting.
So, contacting to the phone number of the person who sold that product, the reporter received the information of out of stock.
