The chance to arrange and rearrange the development of the country

VCN - According to Minister of Planning and Investment Nguyen Chi Dung, building a national master plan is an opportunity to arrange and rearrange the development of the country to achieve the goals and aspirations that the Resolution of the 13th National Congress of the Communist Party determined that, by 2045, Vietnam will become a developed, high-income country.

Not divided by administrative boundaries

On March 2, Prime Minister Pham Minh Chinh chaired the National Online Conference of the Standing Government of the Government with ministries, branches and 63 provinces and cities on speeding up planning progress and consulting on orientations of the National Master Plan for the 2021-2030 period, with a vision to 2050.

Speaking at the opening of the conference, Prime Minister Pham Minh Chinh said that it aimed to focus on assessing the situation and results of organizing planning for the 2021-2030 period, with a vision to 2050, under the national planning system in accordance with the provisions of the Law on Planning; difficulties, obstacles, causes of difficulties and problems and solutions to speed up planning progress, so planning can bring into full play the potential and advantages of the regions; and develop solutions to promote socio-economic development based on planning.

In addition, focus on giving opinions on the orientation of the national master plan for the 2021-2030 period, with a vision to 2050; propose solutions that are close to reality and feasible in the spirit of the Law on Planning.

According to Minister of Planning and Investment Nguyen Chi Dung, one of the important perspectives on development and organization of the country's development when making the national master plan for the 2021 – 2030 period is to develop the country as a unified whole, not divided by administrative boundaries, the country's resources are mobilized and used in the most effective way for national interests. The National Master Plan is expected to be submitted to the National Assembly at its session in October 2022.

Regarding the development of economic corridors, the Minister of Planning and Investment said that he will focus on forming and developing the North-South economic corridor and the East-West economic corridor.

It is expected that there will be two North-South corridors: the East corridor linked the North-South expressway to the East and National Highway 1A from Lang Son to Ca Mau and the Western corridor linked Ho Chi Minh road and the North - South West highway from Cao Bang to Kien Giang - Ca Mau. In the period to 2030, priority is given to the development of the Eastern Economic Corridor and the development of the coastal strip.

Identify priority economic corridors

Regarding the East-West economic corridor, the priority should be given to the formation of economic corridors with the following favorable conditions: having an important traffic axis, usually an expressway; linked with important trade hubs such as seaports, international border gates, international airports, the localities on the corridor have many potentials for industrial, service and urban development.

At the same time, priority should be given to corridors capable of linking with regional and international economic corridors. On the economic corridors, economic centers, service and tourism centers will be arranged in association with large cities, border gates and important traffic hubs.

Currently, the whole country has four key economic zones with a large scale, including 24 out of 63 provinces and cities directly under the Central Government.

Due to the large scale of the key economic regions, there are no outstanding preferential mechanisms and policies, so they have not really become the driving force, many localities in the key economic regions have a development level below or equal to the national average.

Minister Nguyen Chi Dung said that, on the basis of current key economic regions, some areas with the most favorable locations will be selected, with a gateway international airport and an international seaport with transshipment, scientific and technological potential, innovation, and high-quality human resources to form dynamic regions of the country.

After identifying priority economic corridors and dynamic zones; it is necessary to arrange space for the development of production and business industries, fields, infrastructure networks, urban systems, development of regions associated with economic corridors and the formation and development of dynamic zones.

Regarding the provincial planning, on the basis of the tasks of making provincial planning approved by the Prime Minister of 61 of 63 provinces and cities; Currently, localities are organizing planning according to their assigned tasks.

For the remaining 49 provinces and cities, localities have reported on the progress and specific plans for the formulation, appraisal and approval of the planning, according to which it is expected to be basically completed before December 31, 2022 as directed by the Government in Resolution No. 119/NQ-CP.
