Accordingly, 2016 was the first year of the new Government tenure and the Government was identified to build Government of services, integrity and action as a commitment to making a real progress.

In fact, 2016 marked the initial success of the Government in this effort, which received much positive feedback from the public at the domestic market and abroad.

In particular, the thought of making State-building has been transformed into changes in the macroeconomic governance model of the Prime Minister. First of all, the Government has emphasized substantial, sustainable growth, not for short-term accomplishments.

For example, the Prime Minister has decided not to reduce the target growth of 2016. The results have shown that although the growth target was not met (6.21% vs. 6.7%), but in the context of many difficulties (the weather was not favourable in all three regions, including the pollution of the marine environment and a sharp decrease in crude oil and coal prices, etc.), the results have reflected remarkable efforts in macroeconomic management.

The Government has also paid more attention to targets related to the improvement of the business environment, enhancement of the national competitiveness and support of the business community.

These indicators reflected the quality of growth, and they showed that the macroeconomic governance direction of the government really turned to long-term direction and sustainable growth. As a result, the policies of the Government have become more appropriate, in line with the target.

For State Institutional strengthening, the CIEM report showed that the Government issued Decree 123/2016 / NĐ-CP, which set out the principles for organizational strengthening and renovation of the operation of the ministries and central branches.

Accordingly, many units have implemented the consolidation of the apparatus, civil servants and public employees, especially the merger and reduction of attached entities, to intensify administrative discipline among civil servants of ministries, ministerial-level agencies and local administrations of all levels.

According to CIEM, the promotion of democracy in society has been also more concerned. The principle of publicity, transparency and participation was recognized in many important laws such as the State Budget Law, the Public Investment Law, the Bidding Law, the Law on Responding Citizens’ feedback, the Anti-Corruption Law, which continued to be taken seriously in 2016.

In the directions and resolutions of the Government, promoting the participation, listening to opinions and aspirations of the people, businesses as a solution and task of to build the tectonic State. Accordingly, the Prime Minister has also listened to dialogues and set specific directions to propose solutions to overcome or implement, especially for hot points.
