The Dong Nai Customs: Reform and modernization are a top priority

VCN- Implementing the Government's Resolution No. 35/NQ-CP on supporting and developing the enterprises until 2020, the Government's Resolution No. 19/2016/NQ-CP on main tasks and solutions for improving the business environment, increasing the national competitiveness in 2016-2017, the Dong Nai Customs Department made great efforts, gave priorities to focus resources on reform and modernization in order to promote more support and cooperation with the enterprises.

Specifically, in 2016, the Dong Nai Customs Department received and processed 2,494 dossiers of administrative procedures via the Portal of National Single Window to handle customs declarations with procedures related to all types of permits and information of the relevant Ministries and Branches which were registered through the Portal of National Single Window.

For example, the quality certificate of imported feed, fertiliser import license of the Ministry of Agriculture and Rural Development; Import license of medical equipment of the Ministry of Health... The implementation of the National Single Window mechanism has helped the enterprises clear the Customs procedures for the export-import goods more quickly, more conveniently, ensure publicity, transparency and express modernity in the procedure.

To assist the enterprises in accessing and filing administrative procedures through the Portal of National Single Window, the unit organised the training of the E-Manifest and the National Single Window mechanism at the Dong sea port area for the businesses hired to make the customs declaration, shipping lines and shipping agents in the area.

Also in 2016, at Dong Nai Customs Department, there were more than 1 million declarations of export and import goods cleared automatically through the VNACCS program. Of these, 42,000 declarations were subject to actual inspection before clearance, accounting for 4% of total declarations. In order to ensure the smooth operation of the system, the Dong Nai Customs Department has trained the enterprises, the units hired to make the customs declaration regularly, coordinated with the Thai Son Technology Development Company to assist the enterprises in exploiting and using VNACCS program effectively, to ensure the transmission smoothly.

The unit has consulted answering more than 1,790 obstacles for the enterprises in customs declaration through the website Dncustoms.gov.vn, updated more than 1,789 documents on the website to provide legal information for the enterprises catching on time and complying with regulations strictly.

Along with that, the unit has also built and signed the Regulations on coordination with the State management specialized agencies such as the Animal Health Agency Region VI, the Plant Quarantine Branch Region II, the Port operation companies, the management agencies involved in import-export activities... to coordinate activities, avoid overlapping, remove difficulties and create favorable conditions for the enterprises in import-export belonging to specialized management activities.

The unit also coordinated well with the State Treasury of Dong Nai Province and over 23 commercial banks in the collection of customs duties and taxes, eliminating the situation that the enterprises must provide directly tax deposit bills of customs clearances to the Customs agency, meeting the requirements of customs management modernization and the needs of enterprises used public services at the highest level (level 4) in customs clearance for the import and export goods.

The guidance of customs procedures, feedback problems for the enterprises in the management area has been always paid attention. Specifically, in 2016, the unit guided the enterprises on the procedures for coal imports, energy efficiency inspection, the specialised inspection... with over 200 documents, aggregated 82 problem reports to the General Department of Customs, the Provincial People's Committee and branches at all levels to propose measures to deal with the problems.

Specifically, the unit focused on recommendations and suggestions to amend and supplement the relevant documents and regulations in the process of performing the state specialised management of export and import goods. From the proposal contents of the Dong Nai Customs, the State specialised management agencies acknowledged and amended and supplement timely documents related to this work in the direction of more favourable and suitable for the businesses.

Typically, Circular 23/2016/TT-BCT dated October 12th, 2016 on the repeal of Circular 37/2015/TT-BCT dated October 30th, 2015 of the Ministry of Industry and Trade on limits and examining the content of formaldehyde and aromatic amines metabolized from azo dyes in textile products; Circular No. 36/2016/TT-BCT dated December 28th, 2016 replacing Circular No. 07/2012/TT-BCT dated April 4th, 2012 of the Ministry of Industry and Trade stipulating the labeling of energy for equipment and facilities Using energy under management.

From now to the end of 2017, the Dong Nai Customs Department will continue to promote the administrative reform further and further, enhance public affair improve the efficiency of State management. In particular, the unit continues to deploy and train the enterprises to send and process the administrative procedures through the online public service system on the Customs e-portal, ensures that all procedures will be applied at the highest service level under the requirement of these procedures.

At the same time, the unit continues reviewing, proposing amendments and supplements for customs regulations in the connection, ensuring close links with relevant Ministries and Branches to develop solutions to increase quality and quantity of administrative procedures on the Portal of National Single Window, enhances supervision by cameras, equips with modern measuring devices, classify risks for goods prior to arrival...

In addition, the unit also focuses on improving the quality of law propagation and dissemination, supporting and creating conditions for all organizations and individuals to understand and comply with the law strictly in import-export activities. The unit will investigate, catch and note the difficulties and obstacles of the enterprises to handle quickly and report to the General Department of Customs, leaders of the provincial People's Committee or exchange with related departments to be directed, assisted for handling problems beyond the competence of the Dong Nai Customs Department.

On May 30th, the dialogue conference for Taiwanese business dialogue 2017 will be held under the leadership of the Dong Nai People's Committee, the Dong Nai Customs Department acts as a focal point for coordinating with the Association of Taiwanese Enterprises in Dong Nai and other departments of the province to propagate the new legal policies, absorb ideas of the enterprises, then propose and take measures to remove, create favorable conditions for production and business activities of the enterprises. At present, the Taiwanese enterprises are investing 286 projects in Dong Nai with total investment of more than $US 5.15 billion. The main investment fields are textiles and garments, footwear, electronics, iron and steel, household furniture, etc. Among them, there are many big Taiwanese companies such as Formosa, Shing Mark, Vedan, VMEP. .

By the end of April 2017, the import and export turnover of the enterprises in Dong Nai was $US 9.9 billion, up 14% over the same period in 2016. In which, the export turnover of the Taiwanese enterprises increased sharply, reached over $US 1.9 billion, accounting for 19% of the import and export turnover of the province.
