Two to three drug cases are caught each day

Reporting to the leaders of the HCMC Customs Department on the arrest of illegal transportation of narcotics by mail and parcel delivery, at the recent extraordinary reward ceremony, leaders of the Customs Sub-Department of Express delivery - Department of Customs of Ho Chi Minh City, told them the number of drug cases detected by the unit in recent days has risen more and more, and tricks for hiding drugs in the postal parcels are sophisticated. Most recently, drugs were found to contain narcotics (mostly synthetic drugs) in children's toys boxes, vacuum cleaners ... For example, last week, the Customs Sub-Department examined and arrested three cases of synthetic drugs seized in international postal parcels weighing nearly 7kg. These cases have been handed over to the Public Security Agency for investigation.

Drugs are not only transported through express courier, but also air routes are means thoroughly used to hide drugs in non-trafficking packages. According to the leaders of the Import-Export Procedures Team of the Tan Son Nhat International Airport Customs Department, non-commercial shipments sent from abroad via air are mainly food, household appliances. However, the objects hide drugs in the gut of boxes of milk,... then reinforced as real so the authorities find it difficult to detect, even with screening tests. Drug cases were detected recently by the unit, but in addition to the support of professional equipment and tools, civil servants must use the information collected and professional expertise to detect and prevent.

It is known that the volume of goods imported through express and air routes is not as much as the seaport border, but the number of small parcels is very large, so in the past, units of the management of the area have coordinated well with the specialized drug prevention of the Customs Department of Ho Chi Minh City to timely prevent and detect illegal transportation of narcotics. In the first 5 months of 2018, the whole department discovered over 30 cases of illegal transportation of narcotics, seized more than 50 kg of drugs of all kinds

Many specialized projects on prevention of drug are established

Mr. Huynh Nam, head of the Drug Control Team of the HCM City Customs Department, said that from the end of 2017, the illegal purchase and sale of narcotics from foreign countries via air routes to Ho Chi Minh City has become increasingly complex and serious. Through the investigations and arrests, the domestic and foreign drug criminals have been closely linked, forming lines, transnational crime syndicates, working sophisticated methods and tricks increasingly.

In particular, in the early months of 2018, the illegal importation of marijuana and synthetic drug MDMA in the form of alarming non-commercial gifts had increased significantly, while drugs through the passage of passengers on entry significantly decreased compared to previous years. Remarkably, foreign drug criminals take advantage of aviation routes (including airports, post offices, and express delivery) to illegally transport narcotics from foreign countries into Vietnam. One part is used in the country, the other part is transported to third countries. Anti-drug forces of the Customs Department of Ho Chi Minh City have detected and arrested a large number of drug shipments from the US and European countries through air routes into Vietnam and export drugs, drug precursors to Australia.

Extensive investigations of drug arrests show that drug criminals thoroughly take advantage of policies to facilitate import-export activities, entry and exit ..., especially in the implementation of customs procedures., customs clearance for imported goods, postal matters and postal parcels for drug transportation with the following methods and tricks: - To hide drugs in imported goods and luggage, or swallowed in the body of guests on entry; In books, album covers, pictures, in food, vacuum cleaners, CD cases and bags, computer hard drives ...; Using faked identity card to send goods or brokerage services to fill customs procedures for postal mail and parcels to avoid evasion of liability when detected.

Prior to this situation, the Customs Department of Ho Chi Minh City has established and implemented drastically specialized projects and plans on prevention, and control of drugs, drug precursors, and psychotropic substances in the border areas, airport, post office, couriers. In result, the Customs Department of Ho Chi Minh City has achieved high efficiency. Specifically, the Customs Department of Ho Chi Minh City has stepped up the implementation of customs professional measures, strengthening the work of grasping the situation, collecting, analyzing and processing information, screening out the key location, routes, objects, commodities ... In order to focus on fighting; To effectively use equipment and professional dogs with a view to promptly detecting new methods and tricks of drug-related crimes so as to take initiative in proposing measures to combat and prevent effectively.

Deputy Director of Customs Department of Ho Chi Minh City Dinh Ngoc Thang said that the smugglers are taking advantage of the flow of goods as postal items, gifts, gifts to hide drugs brought to Vietnam, units need to continue raising the spirit of vigilance, actively implementing specific plans and solutions to fight effectively. Throughout the discovered cases, it is necessary to draw lessons for warnings and scaling in order to further effectively prevent violations in the localities under their management, ensuring that the procedures are open and smooth. The goods are crossed through the border gate.

In 2017, the Customs Department of Ho Chi Minh City discovered 26 cases of illegal transportation of narcotics, seized more than 38kg of drugs and transferred information to Cambodian Customs to arrest about 800g of cocaine entry. In the first five months of 2018, the whole department discovered dozens of cases of illegal transportation of narcotics, seized more than 31 kg of drugs of all kinds of which nearly 24 kg of marijuana and 7.2 kg of MDMA.
