According to the data reported by the Ministry of Finance, the total State revenue collection in November, 2016 reached 89.9% of the estimate, up 6.3% compared to the same period of the year 2015.

Due to the concern about the possibility that the estimate of revenue collection which are assigned by the National Assembly for the Government will not be reached, the Deputy Minister of Finance Huynh Quang Hai confirmed that the revenue estimate will be reached. In which, the local revenue collection will be higher, and the Central revenue collection is quite difficult caused by fluctuation of the crude oil price.

For the measures in the coming time, the Deputy Minister of Finance Huynh Quang Hai said that the Ministry of Finance will closely collaborate with the ministries, agencies, localities to resolve the difficulties and promote manufacture for business to increase revenue for the State budget. The Ministry of Finance will strengthen the inspection and fight again acts of tax evasion, smuggling, counterfeit goods, etc; and continue to implement the disbursement of capital construction, and limit recurrent expenditure.

Replying to the press related to the issue of fixing public cars of the Ministry of Finance, the Deputy Minister of Finance Huynh Quang Hai said, the level of fixing public cars is based on the actual distance from the house of the individual who has privileges to use public cars to the office and calculated following the price of taxi service in Hanoi City.

Hence, Mr.Hai affirmed with that calculation, the individual who has a fixed public car will have a different level. There are individuals who only receive about 2-3 million vnd per month. Therefore, the information on the level of fixing public cars of the Ministry of Finance being up to 9-10 million vnd per month is not accurate.

The representative of the Ministry of Finance said, currently the Ministry of Finance is researching to consult with the Government to amend the regulation on the mechanism of fixing use of public cars in the coming time. The amendment is based on the spirit of promoting the plan of fixing and reducing the number of public cars, including vehicles under title, public cars and specialized vehicles. The Ministry of Finance will review and report as soon as it has the sufficient information.

The economy continues to recovery and grow

At the Government’s press conference in November, the Minister and Chairman of the Office of the Government, and the Government spokesman Mai Tien Dung reported on the socio-economic situation in November and the last 11 months. Accordingly, the economy continues to recover and grow, agricultural production has overcome difficulties.

Goods export has regained the momentum of growth, in the first 11 months of 2016 it is expected to reach $ US 159.5 billion, up 7.5%; balance of payments surplus is $US 2.85 billion, account for 1.78% of the total export turnover. Inflation continues to be controlled. The Consumer price index in November rose 0.48% compared to the last month, rose 4.5% compared to the December, 2015 (under 5% is permitted by the National Assembly)

The business environment and the enterprises development continue to improve and change positively. Especially, the number of start up businesses in November exceeded 100,000 businesses. There are in fact, 101,000 start up businesses an increase of 17% of the volume and up 48% of the registered capital. There are over 24,000 enterprises reoperated.

Mr. Dung said that the Government portal has received 95 business‘s recommendations and replied to 55 recommendations.

The business’s obstacles are mainly on the price of land rent, mechanisms, policies, and procedures for investment, tax, Customs, administrative procedures, etc. In the coming time, the Portal will continue to receive the recommendations of business and respond publicly.
