The Government promulgates 16 Decrees on special preferential import and export tariffs

Implementing Vietnam's import and export duties commitments in free trade agreements/trade agreements (referred to as agreements), on December 30, 2022, the Government signed and promulgated 16 Decrees on the preferential export tariff schedule and special preferential import tariff schedule of Vietnam to implement 16 agreements for the 2022-2027 period, consistent with the List of Vietnam's exports and imports under the Harmonized Tariff List ASEAN (AHTN) 2022 prescribed in Circular No. 31/2022/TT-BTC dated June 8, 2022, of the Ministry of Finance.

Basically, the contents specified in the above Decrees inherit all the provisions of the Decrees promulgating the preferential export tariff schedule and special preferential import tariff schedule of Vietnam to implement Free Trade Agreements/Trade Agreements in the previous period (2018-2022) to ensure policy stability and comply with the tariff reduction schedule committed in these agreements.

Decrees are consistent with the guidelines and policies of the Party, constitutionality and legality; ensure consistency in the legal system; ensure compatibility with international treaties to which Vietnam is a member.

Regarding the implementation effect, the above Decrees are effective from the date of signing for promulgation, that is, December 30, 2022. The Decree also stipulates that the Decrees issued in the 2018-2022 period will expire from the effective date of these Decrees.

The promulgation of the above Decrees contributes to completing the institutional building to continue implementing Vietnam's tariff commitments under the agreements, thereby, further facilitating and promoting trade between Vietnam and other countries in order to create positive effects for Vietnam's economic development.

List of 16 Decrees:

1. Decree No. 112/2022/ND-CP dated December 30, 2022 of the Government on Vietnam's Special Preferential Import Tariff to implement of the Vietnam-Chile Free Trade Agreement during 2022 - 2027.

2. Decree No. 113/2022/ND-CP dated December 30, 2022 of the Government on Vietnam's Special Preferential Import Tariff schedule in order to implement the free trade agreement between the Socialist Republic of Vietnam, of the one part and the Eurasian Economic Union and its member states, of the other part during 2022 - 2027.

3. Decree No. 114/2022/NĐ-CP dated December 30, 2022 promulgating Viet Nam's special preferential import tariff schedule for the implementation of the Trade Agreement between Viet Nam and Cuba in the 2022-2027 period.

4. Decree No. 115/2022/NĐ-CP dated December 30, 2022 promulgating Viet Nam's special preferential import tariff schedule for the implementation of the Comprehensive and Progressive Trans-Pacific Partnership in the 2022-2027 phase.

5. Decree No. 116/2022/NĐ-CP dated December 30, 2022 promulgating Viet Nam's special preferential import tariff schedule for the implementation of the EU-Viet Nam Free Trade Agreement during the 2022-2027 period.

6. Decree No. 117/2022/NĐ-CP dated December 30, 2022 promulgating Viet Nam's special preferential import tariff schedule for the implementation of the Viet Nam-United Kingdom Free Trade Agreement in the 2022-2027 phase.

7. Decree No. 118/2022/NĐ-CP dated December 30, 2022 promulgating Viet Nam's special preferential import tariff schedule for the implementation of the ASEAN–China Trade in Goods Agreement in the 2022-2027 period.

8. Decree No. 119/2022/NĐ-CP dated December 30, 2022 promulgating Viet Nam's special preferential import tariff schedule for the implementation of the ASEAN-Korea Trade in Goods Agreement during the 2022-2027 phase.

9. Decree No. 120/2022/NĐ-CP dated December 30, 2022 promulgating Viet Nam's special preferential import tariff schedule for the implementation of the ASEAN-Japan Comprehensive Economic Partnership Agreement in the 2022-2028 period.

10. Decree No. 121/2022/NĐ-CP dated December 30, 2022 promulgating Viet Nam's special preferential import tariff schedule for the implementation of the ASEAN-Australia-New Zealand Free Trade Area during the 2022-2027 period.

11. Decree No. 122/2022/NĐ-CP dated December 30, 2022 promulgating Viet Nam's special preferential import tariff schedule for the implementation of the ASEAN-India Trade in Goods Agreement in the 2022-2027 phase.

12. Decree No. 123/2022/NĐ-CP dated December 30, 2022 promulgating Viet Nam's special preferential import tariff schedule for the implementation of the ASEAN-Hong Kong China Free Trade Agreement.

13. Decree No. 124/2022/NĐ-CP dated December 30, 2022 promulgating Viet Nam's special preferential import tariff schedule for the implementation of the Viet Nam-Japan Economic Partnership Agreement in the 2022-2028 period.

14. Decree No. 125/2022/NĐ-CP dated December 30, 2022 promulgating Viet Nam's special preferential import tariff schedule for the implementation of the Viet Nam–Korea Free Trade Agreement in the 2022-2027 phase.

15. Decree No. 126/2022/NĐ-CP dated December 30, 2022 promulgating Viet Nam's special preferential import tariff schedule for the implementation of the ASEAN Trade in Goods Agreement during the 2022-2027 period.

16. Decree No. 127/2022/NĐ-CP dated December 30, 2022 promulgating Viet Nam's special preferential import tariff schedule for the implementation of the Trade Agreement between Viet Nam and Laos from December 30, 2022-October 4, 2023.
