The Hanoi Taxation Department will arrange 12 district tax offices into regional tax departments

VCN- According to the plan, from 2018-2020, the Hanoi Tax Department will reorganize and merge the 12 district tax departments into regional tax departments. At present, the Department is in the process of carrying out the related work to arrange the tax office to ensure the right schedule. In the plan to rearrange the tax departments approved by the Ministry of Finance, the Hanoi Taxation Department is also one of the key units to undertake the work of streamlining the apparatus, raising the efficiency and effectiveness for management of taxation. Can you tell readers how the Hanoi Tax Department has implemented this work, please?

In implementing the Resolution No. 18-NQ / TW and the policy of the Party Committee of Ministry of Finance on the reorganization of the tax department by region, the Hanoi Taxation Department has reviewed and evaluated the organizational structure and efficiency of the tax administration in tax departments and said that the reorganization of tax departments to streamline the tax department and improving the effectiveness, efficiency and modernization of tax administration are necessary. We reviewed and reported to the General Department of Taxation and Ministry of Finance and approved the plan of merging 12 district tax offices into regional tax departments according to the roadmap from 2018 to 2020, each year, 4 tax departments will be arranged at district level. The Tax Department also reported to the City Party Committee, People's Council, and People’s Committee Hanoi City on the policy of organizing the organizational structure of the Department and plan for implementation in 2018. The arrangement must ensure well the accomplishment of political tasks assigned, not to cause great disturbance in organization and personnel, and for the activities of departments to work smoothly.

Based on the approved plan, the Hanoi Taxation Department has set up a Steering Committee to set up a regional tax office to develop the implementation of a plan for preparing the proposal, and at the same time, there is a written assignment of specific tasks for the focal points to be implemented accordingly under the roadmap of tax departments arranged in 2018 before 1 July 2018.

The arrangement of tax departments has been elaborated, however, in the course of implementation, there may be some difficulties and problems, especially those related to human factors. What measures will Hanoi Tax Department have so that arrangements are made effectively and receive the consent of taxpayers and tax officials?

The establishment of the tax department in the area has never been unprecedented. Therefore, when deploying, many problems will arise and be studied and solved.

In order to complete the proposed plan, the ideology of civil servants and employees must be well implemented in order to ensure unity and unification within the agency when reorganizing the tax department, avoiding disturbance, causing congestion and affecting the implementation of political tasks assigned. At the same time, it is necessary to develop the plan, principles of arrangement and personnel arrangement to ensure clear, public and transparent criteria.

The Hanoi Taxation Department must also closely coordinate with the local authorities in implementing the plans of the Ministry of Finance and the General Department of Taxation and ensure that they do not affect the implementation of annual budget plans of the localities in the plan to establish a regional tax department. At the same time, it is necessary to regularly check and monitor the implementation progress in order to assess and draw experience and take appropriate measures to solve difficulties and problems in implementation. Along with ensuring the streamlining arrangement of tax departments, in the coming time, what plans will the Hanoi Tax Department have to improve the effectiveness of the operation apparatus sir? In the coming time, the Hanoi Tax Department will continue to build a database of taxpayers fully, accurately and centrally within the scope of management; to develop information technology applications in tax-related and high-automation tax-control activities closely associated with the process of reforming tax-related administrative procedures and applying electronic taxation; to build information technology infrastructure, modern and synchronous equipment.

In particular, the Department of Taxation will continue to expand the electronic tax services, supporting taxpayers to provide taxpayers with the most convenient way to fulfill their tax obligations such as maintenance, improving the quality of tax returns online and paying electric tax; To expand the registration of motorbikes and motorbike tax registration online; extending the payment of electronic tax to contracted households; electronic invoicing; Electronic tax refund.

The Tax Office will also promote the socialization to support taxpayers, step by step enhancing the quality of taxpayer service delivery to taxpayers, thereby contributing to the promotion of the development of the system of tax agents widely in the area.

At the same time, the coordination mechanism should be established in the steering direction between tax authorities and local authorities in coordinating the implementation of state budget collection tasks. It is thus possible to take advantage of the political system in the administration of taxation. It is also necessary to arrange appropriate work places and equipment on the basis of rational use of the existing head offices and facilities of the tax sub-departments, taking caring of the lives of civil servants after moving to a new place of work.

Take initiative in studying, reviewing and proposing amendments to professional processes related to tax registration, tax declaration, tax payment, tax accounting, tax refund, tax exemption and reduction. Procedures related to the relevant agencies such as State Treasury, district finance, land administration, public security organs, etc., and the development of a complete reporting system of the sub-department tax area.
