As one of the pioneering ministries and sectors to proactively implement the digital transformation roadmap, the transformation and modernization of the Finance sector has achieved many outstanding achievements, which are recognized by the business community and people. Could you please tell us more about this?

First, when it comes to outstanding achievements in digital transformation of the Finance industry, it must include activities serving people and enterprises, or online public services.

Up to now, 100% of the administrative procedures of the Ministry of Finance have been electronic. Besides the online public services, the Ministry of Finance has also developed and provided many programs and applications to serve people and enterprises such as electronic invoices, and Etax-Mobile, which have been deployed nationwide.

Accordingly, the provision of digital applications and services to handle administrative procedures in the network environment has helped to reduce time and save costs for people and enterprises.

Second, it is the State management of Finance. The Ministry of Finance has implemented core professional programs and applications and gradually formed a specialized database to serve management tasks within the scope of the Ministry of Finance.

Up to now, the Ministry of Finance has 12 specialized databases serving 12 important fields of the financial sector, including State Budget, Tax, Treasury, Customs, Securities, Reserve, Price, Insurance, Public debt, Public property, Corporate finance, and Shared portfolio.

These Databases have effectively served the leaders of the Ministry of Finance in directing and operating finance - budget as well as providing and sharing data to the outside for general directing administration of the Government and the Prime Minister.

Third, in internal management, the Ministry of Finance has deployed many large application systems to serve internal management activities.

What is the core point to get results in the digital transformation of the Finance industry? Did the Ministry of Finance face any pressure in the process of digital transformation?

The key point to get the current results is the awareness of leaders in the Ministry of Finance, from the leaders of the Ministry to the leaders of the Departments/Bureaus, and units under the Ministry. The Ministry of Finance is an agency related to people and enterprises, so the leaders of the Ministry of Finance have always had the right perception over the years that the goal of serving the people and enterprises is the top priority, thereby making appropriate decisions and directions on the implementation of tasks from the era of computerization to current digital transformation.

Regarding the pressure that the Ministry of Finance faces in the process of implementing digital transformation, it is about the digital human resources of the Ministry of Finance. In fact, many officials in charge of information technology/digital transformation in the Finance industry have applied for a job change or resigned, and with the current income level, it is very difficult for the administrative agencies to attract high human resources from outside.

This is one of the pressures and a key factor determining the effectiveness of digital transformation implementation by the Ministry of Finance in the context that digital transformation jobs increasingly require high-quality human resources.

Could you tell us about the major goals and orientations in the digital transformation plan of the Finance industry in the future?

In the Digital Transformation Plan of the Ministry of Finance to 2025, with a vision to 2030, the Ministry of Finance has given specific directional visions to develop the digital Ministry of Finance.

That is the Ministry of Finance transforming the way to serve people and enterprises in line with the Government's digital transformation roadmap, reducing costs, increasing business productivity, creating facilitation and bringing satisfaction to people, helping people and enterprises participate more in the activities of the Ministry of Finance to create common values ​​and social consensus. Transforming methods to organize, operate and work effectively in the digital environment so that officials, public servants and public employees can best perform their tasks.

In addition, achieving the goal of forming a comprehensive, complete, rich and modern Digital Finance ecosystem in all fields, in which digital data is linked, shared, and utilized; processes and work are deployed and implemented entirely in the digital environment, bringing many positive effects in the administrative reform according to the Government's roadmap, saving time and costs in administrative activities of state agencies as well as activities of people and enterprises.

All visions and orientations of the Ministry of Finance are consistent with the Government's overall vision, direction, and roadmap.

Minister of Finance Ho Duc Phuoc has shared that with the goal of becoming the digital Ministry of Finance by 2030, the Ministry of Finance will focus on 4 units: Smart Customs; digital Treasury "3 no"; Strong digital transformation of the stock market; Strict tax management, avoid tax fraud and provide the best utility for people and enterprises. Could you tell me what the Ministry of Finance will do to achieve these major breakthroughs?

In the digital transformation plan of the Ministry of Finance, in addition to the task of propagating the mechanisms and policies of the Party and the State on digital transformation, the digital transformation tasks of the Ministry of Finance are divided into 2 main issues including to perfect institutions and policies being suitable for digital transformation. Second is to implement specific solution tasks focusing on 5 core aspects including infrastructure development, system platform development, database development, and service application development for security and safety assurance.

In addition to focusing on perfecting institutions and policies in line with digital transformation, towards the goals of Smart Customs; Digital Treasury "3 no"; Strong digital transformation of the stock market; Strict tax management, avoiding tax fraud and providing the best utility for people and enterprises.

Specifically, a number of digital technology solutions have been launched by the Ministry of Finance such as developing and applying artificial intelligence technology (AI), machine learning to help automate workflows, automatically grouping electronic work records to complete the Document Management and Administration program, application of QR Code to replace the arrival number of the Document, the command task code; building and integrating an OCR solution applying artificial intelligence with the online public service system of the Ministry of Finance; deploying artificial intelligence solutions to support tax procedures, professional processes, applications for taxpayers and tax officers; application of virtual assistant technology (chatbot) to support tax officers in using applications and systems; deploying artificial intelligence solutions to develop information technology system professional problems according to the plan to hire information technology services to implement digital customs.

Accordingly, from now until the end of 2025, the Ministry of Finance will focus on researching and striving to successfully apply digital technology products to achieve the above goals.
