The Ministry of Finance is researching for cutting down and simplifying 29 business conditions about Customs field

VCN – The Ministry of Finance is continuously researching for completing and presenting to the Government the issuing of some Decrees on cutting down and simplifying 29 business conditions about Customs field and debt collector service.

By implementing directives of the Prime Minister, the Ministry of Finance issued a Decision No. 832/QĐ-BTC dated 31/5/2018 on the approval of the scheme on cutting down and simplifying 190/370 business conditions under the management scope of Ministry of Finance, achieving 54.4% under the request of the Government. Based on that, suggesting for amending 6 laws and 16 Decrees of the Government relating to business conditions in order to remove difficulties for enterprises.

In order to implement the schemes immediately, the Ministry of Finance has presented to the Government on promulgating Decree No. 151/2018/NĐ-CP dated 7/11/2018 on amending and supplementing some Decrees stipulating on business conditions under State management scope of the Ministry of Finance. Accordingly, it has already cut down and simplified 117/190 business condition of 13 industries.

The Ministry of Finance is currently completing for presenting to the Government on promulgating a Decree for amending Decree No. 68/2016/NĐ-CP dated 1/7/2016, stipulating on business condition of duty free goods, yard, warehouse, place for implementing customs procedure, gathering, inspecting and customs supervision in order to cut down and simplify 29 business conditions. At the same time, the Ministry is reseaching to submit to the Government for amending Decree No. 104/2007/ND-CP on debt collector service in order to amend 5 business conditions (expected to submit to the Government in early 2019).

For the remaining 39 business conditions stipulated in 6 laws (Tax Administration Law; Securities Law; Price Law, Accounting Law; Independent Auditing Law; Customs Law), the Ministry of Finance will continue to research in the process of reviewing and evaluating the implementation of the law for putting in the revised contents in accordance with the progress of making law and ordinance program of the National Assembly.
