This plan aims to realise the Ministry of Finance's tasks assigned in the Prime Minister's Decision No. 1439 / QD-TTG approving the above scheme and effectively promote the ASEAN Declaration on the role of the civil service as a catalyst for achieving the ASEAN Community Vision 2025 in the finance sector.

The Ministry of Finance requests strengthening the training to improve the professional ethical standards for civil servants and officials, especially building a contingent of experts in each field of the finance sector to narrow the gap with countries in the ASEAN Community.

The Ministry of Finance will also strengthen inspection, evaluation and report on the results of implementation of annual and periodical action plans.

To promote the scheme, the Ministry of Finance will focus on solution groups. Specifically: enhancing dissemination to finance’s civil servants and officials on ASEAN cooperation activities in the field of the civil service; strengthening consultations and sharing experiences with ASEAN countries on how to manage the civil service in the field of finance; reforming the organisational system to implement administrative tasks and absorb ASEAN governance principles into the civil service reform programme.

In addition, the Ministry of Finance will speed up the IT application in improving the quality of the Ministry of Finance's management, direction and administration; raising professional capacity and foreign language qualifications and civil service ethics for finance’s civil servants and officials to meet requirements and narrow the gap with the ASEAN Community.
