According to the information published at the Signing Ceremony, in recent times, with the efforts of the Ministry of Industry and Trade, the Ministry of Agriculture and Rural Development as well as associations and enterprises in the implementation of measures to promote the production, negotiations and diversification of the consumer market, the export of agricultural, forestry and fishery products of Vietnam have achieved remarkable results in the context of the difficult situation of the world market.

According to the statistics published by the General Department of Customs, the export turnover of agricultural, forestry and fishery products in the first 10 months of 2016 has significantly increased and reached $US 23.92 billion, an increase 6.1% compared to the same period last year. Therein, 4 commodities have turnover reaching more than $US 2 billion (aquaculture, vegetables, coffee, cashews) and 7 commodities which have turnover reaching more than $US 1 billion.

In recent times, collaboration between the 2 ministries has achieved positive results and contributed to the export growth of agricultural, forestry and fishery products in particular and nationwide export growth in general, especially, collaboration in production which meets market demand; build the plan and the content of negotiations to open markets in Free Trade Agreements; strengthen anti-smuggling, inspection and control of the quality of agricultural, forestry and fishery products and agricultural material,...

However, currently, the general economic situation of the world is declining with lower consumer demand, and Vietnam’s main export market has tended to focus on the domestic market which has led to protection of domestic production through non-tariff barriers increasing which limits the advantage of preferential tax for agricultural, forestry and fishery products which are applied for Vietnam in the bilateral and multilateral Free Trade Agreements which have been signed.

Before the above context, in order to promote the role of State management in the new phase and further strengthen the unified collaboration between the subordinate units of 2 ministries in the implementation of the measures in promoting the production and consumption of agricultural, forestry and fishery products, the Minister of the Industry and Trade, Tran Tuan Anh and Minister of the Agriculture and Rural Development, Nguyen Xuan Cuong have agreed to sign the Memorandum of Understanding on strengthening collaboration in promoting the production and consumption of agricultural, forestry and fishery products in 2016-2020.

The plan of the implementation of the contents on negotiation to remove the barriers, open the market in which 2 ministries need to focus on coordinating to carry out within the last two months of 2016 and the first six months of 2017.

Speaking at the Signing Ceremony, Mr. Tran Thanh Nam, the Deputy Minister of Agriculture and Rural Development said, on the basis of the Memorandum of Understanding, the subordinate units of both ministries will strengthen collaboration to implement effectively the measures of promoting the production and consumption of agricultural, forestry and fishery products in 2016-2020.

Specifically in the following areas: Development of production towards improving capacity and quality and added value which meet the requirements of the market; exchange information; remove non-tariff barriers, open the market, promote trade, build branding; market management, anti-smuggling, manufacture of counterfeit agricultural materials and agricultural, forestry and fisheries commodities; promote mechanization and modernization of agriculture; attract investment in processing of agricultural, forestry and fisheries products, enhance the management and development of traditional handicraft villages; State management and unify direction to the localities.
