The Prime Minister to preside at the conference on The Single Window Mechanism

Make a push to implement the Single Window

Deputy Minister Vu Thi Mai said that the Government Symposium on "Promoting the National Single Window (NSW), ASEAN Single Window (ASW) and Trade Facilitation" would be planned to take place on the 24th July.

According to Deputy Minister Vu Thi Mai, despite the remarkable results achieved, in fact, the implementation of NSW, ASW and specialized inspection still remained with some existing limitations. Therefore, the Ministry of Finance had advised the Government and the Prime Minister to direct the organization of Symposium on "Promoting NSW, ASW and Trade Facilitation” to overcome shortcomings and limitations, and to find solutions to deploy more effectively in the coming time.

The conference would aim to assess the current situation of NSW, ASW with: Results of the implementation of Resolutions 19 on the implementation of major tasks and solutions to improve the business environment for enhancing national competitiveness; Resolution No. 35/NQ-CP of 2016, on supporting the development of business by 2020; Resolution No. 01/NQ-CP of 2018, on major tasks and solutions to implement the plan for socio-economic development and budget estimate in 2018, to improve the efficiency of specialized inspection in order to develop the NSW and ASW development strategies, reform the work of specialized inspection to facilitate trade, improve the business environment in Vietnam, and to enhance the national competitiveness for fair and sustainable business development.

The conference would also set up the systematic, synchronous and unanimous solutions and announce the Government's specific Action Plan to promote the National Single Window, ASEAN Single Window, reform the specialized inspection for the trade facilitation.

Another important goal would be the comprehensive review of the operation of the National Steering Committee for ASW, NSW and Trade Facilitation (referred to as the Steering Committee 1899).

In which, it would focus on evaluating the performance of the tasks stated in the Government's resolutions, Decision No. 2185/QD-TTg dated 14/11/2016, Decision No. 2026/2015/QD-TTg dated 17/11/2015 by the Prime Minister, and the conclusions of Deputy Prime Minister Vuong Dinh Hue - Chairman of the Steering Committee 1899, relating to the implementation of NSW, ASW, reforms of specialized inspection on the export-import goods for trade facilitation.

Promulgate the Decree on the Single Window Mechanism early

Deputy Minister Vu Thi Mai, said that in order to achieve the objectives, the conference would focus on discussing and assessing the overall results of NSW, ASW, and the specialized inspection to facilitate trade; the reform results of specialized inspection of Government’s agencies for the trade facilitation; the reduction of business conditions and trade facilitation in the import-export sector.

On the other hand, the conference would be also an opportunity to share about the international experience related to the trade facilitation policy through the opinions of some international organizations; report on the pilot scheme on specialized inspection at the Customs office, and to discuss, and propose the solutions to promote NSW, ASW, and specialized inspection and trade facilitation.

Remarkably, according to Vice Minister Vu Thi Mai, at the meeting, the delegates would discuss the draft Decree of the Government regulating the implementation of administrative procedures through NSW, ASW and specialized inspection for the import and export goods; The Government's action plan to promote the NSW, ASW, reform of specialized inspection for the trade facilitation.

"We expect that the Government and the Prime Minister will issue Decrees and Action Plans to facilitate the implementation of NSW, ASW and specialized inspection the next time, after the end of the conference,” said the Deputy Minister.

The conference would help a number of typical associations and enterprises operating in the field of import and export, logistics, providing specialized inspection services, by exchanging their experience in implementing NSW, ASW and specialized inspection.

At the press conference, Deputy Minister Vu Thi Mai, and Deputy General Director of Customs Nguyen Cong Binh, answered a number of questions from the reporters regarding the objectives and solutions for implementing the NSW, ASW and specialized inspection in the coming time.
