To ensure production and export from now to the end of the year, two special working groups of the Ministry of Agriculture and Rural Development still must maintain good connections and consumption of agricultural products. In which, the North boosted production to compensate for the South.

In the middle and end of July 2021, a Working Group to direct production, connect the supply and consumption of agricultural products in 19 southern provinces and cities in the context of the Covid-19 pandemic and another Working Group to direct production, connecting the supply and consumption of agricultural products in the northern provinces and cities were established by the Ministry of Agriculture and Rural Development. What is the performance of these two Working Groups, Deputy Minister?

Right after 19 southern provinces and cities implemented social distancing in accordance with the Directive 16, the Ministry of Agriculture and Rural Development established a Southern Working Group, led by Deputy Minister Tran Thanh Nam, directing the circulation, connection and consumption of agricultural products because this area has a very large production of rice, fruit and aquatic products in season.

Due to regulations on pandemic prevention and control, the circulation and transportation of agricultural products face difficulties, and human resources for harvesting agricultural products are in short supply. To solve the immediate difficulties, the Working Group has connected with enterprises, cooperatives and farms with more than 1,000 focal points to connect and consume agricultural products. So far, the problems in circulation have been basically solved. Industry chains have been impacted but not broken. In addition, the issue of circulation and transportation of inputs for agricultural production is also promoted.

With the Northern provinces, there is no situation of supply chain disruption, so the Northern Working Group focuses on coordinating with localities to promote production growth to ensure enough food reserves, as well as supply to southern provinces in case of shortage.

Recently, there are a number of localities requiring mandatory PCR results, not accepting only Covid-19 quick test papers for drivers when passing the checkpoint, which is beyond the regulations. In addition, there are localities that only recognize that the time for Covid-19 test papers is 24 hours or 48 hours which is not in accordance with regulations (72 hours), causing difficulties in goods circulation. In fact, the results of a quick test or a PCR test are both valid for 72 hours.

The provinces and cities should have a unified document promulgated to the commune and ward level. For water transport, provinces and cities need to arrange Covid-19 quick test points at ports or checkpoints, publish phone numbers and notify drivers. Notably, for “red communes” and “red hamlets” due to people infected with Covid-19, it is suggested that the locality organize to harvest, arrange a gathering point for agricultural products so that the means of transport can quickly load and unload goods to ensure disease safety.

How has the Ministry of Agriculture and Rural Development been implementing solutions to maintain production and export momentum?

The Ministry of Agriculture and Rural Development has determined that it is necessary to create favorable conditions for agro-forestry-fishery processing factories, livestock and poultry slaughterhouses, operation of fishing ports, fishing vessels, etc., as well as meeting the conditions of pandemic prevention and control, not disrupting the production and supply chain.

In order to stimulate production demand, encourage farmers to continue producing to ensure the plan and rice output, maintain food security and export, the Ministry of Agriculture and Rural Development has also recommended the Government to implement the national rice purchasing and storage program to ensure food security.

In addition, the Ministry of Agriculture and Rural Development has written requests to localities, ministries and branches to create conditions for enterprises to implement the "3 in one spot" production model; the State Bank creates favorable conditions for enterprises to borrow capital at preferential interest rates to purchase rice and agricultural products for farmers.

From now until the end of the year, the two Special Working Groups still have to maintain good connections and consumption of agricultural products; the North boosts production to compensate for the South.

Lang Son Customs Department: Keeping abreast of developments, creating maximum conditions for agricultural products and fresh fruits to be exported.

According to Mr. Nguyen Huu Vuong, Deputy Director of Lang Son Customs Department, the customs clearance of goods, especially agricultural products and fresh fruits of Vietnam export to China through Tan Thanh, Coc Nam and Huu Nghi border gates faced many difficulties due to Covid-19. In order to create the best conditions for goods, especially agricultural products and fresh fruits of Vietnam to be exported smoothly, the unit requests border-gate customs branches to divide time frames for each type of import-export goods, especially export goods. In which, priority is given to arranging a time frame in the morning for trucks carrying fresh fruit to carry out customs clearance.

At the same time, regularly discuss with enterprises and goods owners to grasp the situation, difficulties and problems in order to promptly have solutions. In addition, Lang Son Customs also directed Huu Nghi and Tan Thanh border gate Customs Sub-Departments to arrange staff to receive and process documents and expedite customs clearance of shipments, especially agricultural products and fresh fruits, avoiding time, costs and minimize damage to businesses.

According to Lang Son Customs Department, after temporarily suspending customs clearance of import and export goods at Tan Thanh and Coc Nam border gates, the Chinese side has now opened the border gate and carried out customs clearance procedures for import and export goods. However, the Chinese side introduced a new customs clearance management process at Tan Thanh border gate, so the clearance of agricultural products and fresh fruits for export at Tan Thanh took place slowly.

And at Coc Nam border gate, the amount of goods being loaded and transferred to do export procedures at Coc Nam border gate is only about 3-5 trucks per day and the Chinese side only receives goods of the Vietnamese side. At Huu Nghi international border gate, as of August 23, all customs clearance activities are still taking place normally, but due to the volume of goods being collected at the border gate and the process of pandemic prevention and control is being implemented at a low level, so the number of customs clearance goods per day is also limited. On average, the functional forces carry out customs clearance procedures for about 300-350 trucks per day.
