According to the General Department of Taxation, to implement Resolution No. 36a NQ-CP on E-Government, the General Department of Taxation has issued an action plan with specific tasks in order to further develop the applications and modernize the Tax system to meet the requirements of reform of administrative procedures, decrease compliance time on tax, improvement of business environment and increase of national competitiveness.

Thanks to these innovations and reforms, the online tax system has now been deployed in the concentration model at the General Department of Taxation to support taxpayers to fulfill almost all arising declarations, additional declarations, settlement forms, financial statements, receipt reports of tax types. According to the result by 21 October, the online tax system has been implemented for 63 Tax Departments and 100% of the Tax Agencies under charge. The whole country has more 559,815 enterprises that declared tax on the internet (reaching 99.76% of a total of 561,142 operating enterprises) and received and handled more than 34 million online tax declaration dossiers.

For the e-tax payment service, the General Department of Taxation is continuing to collaborate with 43 commercial banks to complete the links on deployment of e-tax payment services with the General Department of Taxation and 63 Tax Departments, and propagate and encourage the enterprises to use the service. Until 21 October 2016 there have been more than 541,282 enterprises that registered to use the service with the Tax authorities (reaching 96.46%) and more than 523,756 enterprises that finished the service registration with banks (reaching 93.34%) with a total e-tax payment of over 355,519 billion vnd and nearly 2 million transactions of e-tax payment

The deployment of the e-receipt supply system with validation code is also of major concern. The General Department of Taxation is supporting 249 Enterprises to carry out the registration and issuance of e-receipts with validation code in the two Tax Departments Hanoi and Ho Chi Minh city. Now 2,012,129 receipts has been authenticated worth more than 669 billion vnd.

According to the General Department of Taxation, for the last months of 2016, the Tax sector continues to develop the applications to meet the requirements on deployment of new tax policies and new tax management processes to simplify administrative procedures, reduce the compliance time on tax for taxpayers and complete and handle problems in process of TMS deployment, and concurrently improve and carry out the information exchange system between Tax authorities and related authorities.

The most important objectives of the General Department of Taxation are to focus on administrative reform, shorten the handling process, standardize, reduce and simplify the dossiers in the direction of electronic dossier settlement. Together with those are to enhance the IT application in the management and transparency to the State management of the General Department of Taxation in the network environment and improve the quality and effectiveness of services for citizens and businesses.

The tax sector has striven to the end of 2016 to reach at least 90% by electronic methods in three criteria (Number of enterprises managing tax in the locality, number of documents for tax payments, collected tax amount in the localities under management). Concurrently, constructing and deploying most public services at level 3 and online offered via the network environment. By 2017, some popular public services involving many people and enterprises are offered at level 4 whereby focused on fields: payment of taxes, fees, costs, tax exemption and return and supply of e-tax services for tax payers.
