The Tax sector drastically implementing directions for the prevention and control of the Covid-19 pandemic

To strengthen epidemic prevention and control, prevent the risk of epidemic spread at tax offices and to strictly comply with regulations on reorganization and improvement of Covid-19 pandemic prevention, The General Department of Taxation requests the Tax Departments of provinces and cities under the central government to focus on timely implementation and thorough dissemination of all officers, civil servants, officials, and employees within the scope of manage the strict and full compliance with the Documentary contents of the Standing Committee of the Secretariat on April 27, 2021; Documentary No.570/CD-TTg dated 2/5/2021; Documentary No.541/CD-TTg dated 23/4/2021 of the Prime Minister on correcting and improving the effectiveness of Covid-19 pandemic prevention; Notice No.81/TB-VPCP dated April 26, 2021; Notice No.345/TB-BTC of the Ministry of Finance; Notice No.144/ TB-TCT dated 28/4/2021 of the General Department of Taxation and documents of the Provincial Party Committee, City Party Committee, People's Committee of provinces and cities under the central government.

All cases of subjective, neglect, loss of vigilance, irresponsibility, improper implementation of regulations and directions on epidemic prevention and control must be determined collectively and individually responsibility for strict handling according to regulation of the Party and the laws of the State.

In addition, the tax departments must monitor and grasp timely information in cases where officers, civil servants, officials, and employees under their management have signs of suspected infection or contact with suspected Covid-19 or move back from epidemic areas, or must perform isolation and health monitoring according to regulations. Requiring officers, civil servants, officials, and employees to make medical declarations, provide accurate information to health authorities and local authorities where they reside, go, come, take prevention and control measures against the Covid-19 epidemic in accordance with the regulations and requests of the local authorities.

The Tax Department also thoroughly grasped and directed officers, civil servants, officials, and employees under its management to show awareness, sense of responsibility, and strictly implement measures to prevent and control Covid-19 pandemic according to recommendations of the Ministry of Health. Limit movement to crowded places, especially high-risk locations as notified by the Ministry of Health.

If officers, civil servants, officials, and employees of the unit plan to move, or are forced to move on business, it is required to strictly comply with the regulations on medical declaration according to regulations and coordinate closely with local authorities in epidemic prevention and control.

The General Department of Taxation also directs officers, civil servants, officials, and employees to strictly comply with the 5K requirement in epidemic prevention and control as recommended by the Ministry of Health (Masks - Disinfection - Distance - No gathering - Health declaration).

In case of epidemic spread at the agency, unit or residence, it is necessary to report immediately to the local authority and the General Department of Taxation (through the Office). Strictly abide by the measures of isolating thoroughly, promptly tracing quickly, ensuring the prevention and determination of not letting the epidemic spread, not affecting the professional activities of the Department/unit, Tax Department.

The General Department of Taxation requires the heads of the departments/units under the General Department of Taxation, the Directors of the Tax Departments of the provinces and cities under the central government to take comprehensive responsibility to the Director of the General Department of Taxation for their officers, civil servants, officials, and employees under the scope of epidemic infection management due to their failure to strictly comply with regulations on epidemic prevention and control at the offices and units.

It is known that, through a quick review and synthesis of reports from the Departments of the General Department of Taxation and the Tax Departments of the provinces and cities under the central government, after the holidays April 30 and May 1, there were over 130 tax officers and employees moving out of Hanoi, the locality of residence or workplace, in which 25 cases have come to the epidemic area or have contact with people in the epidemic area. In those cases, the General Department of Taxation and the Tax Department have directed the immediate implementation of medical isolation, medical declaration according to regulations and online at home. Up to now, there has been no case of epidemic infection in the whole tax sector, tax agencies at all levels are well controlling the epidemic situation.
