Currently, the Ministry of Finance, the chair of the drafting unit, has completed the draft of the Prime Minister's decision and consulted concerned ministries and branches. This is considered an important solution to continue effective management of imported scrap because of the fact that from the beginning of 2019, the world scrap trading market continues to have many big changes, especially for import markets.

While in fact, there are still many businesses in Vietnam that have to demand imported scrap as production material.

Specifically, from January 1, 2019, China continued to add 8 categories of scrap to the list of banned imports (up from 24 categories in 2018 to 32 categories).

At the same time, Malaysia is at the top of the list of imported plastic scrap in the world, and starting from 2019, the country has also almost cut most of the list of scrap allowed to be imported into their country.

Because of import prohibition policies by countries around the region, which previously led the list as the largest importers of scrap in the world, there was a big change in early 2019. The Customs agency predicts the trend in 2019, that scrap will continue to move strongly into Vietnam, increasing the amount of imported scrap, and at the same time, with increasing appearance of signs of smuggling tricks.

Therefore, an important requirement for the authorities is that on the one hand, it is necessary to create favorable conditions for enterprises that have a real demand for importing scrap materials as production materials, but on the other hand, management measures must be strengthened to promptly detect, prevent and handle cases of imported substandard materials, that fail to meet the prescribed criteria ... do not let Vietnam become the world’s landfill site.

In fact, in 2018, the Customs agency took the lead and coordinated with the authorities to investigate and handle many major violations related to the import of scraps. Thereby, the Police Department prosecuted and arrested many related subjects for their illicit actions.

Typically, Duc Dat Import Export Trading Service Co, Ltd., falsified the Certificate of eligibility for importing scrap materials to the Department of Natural Resources and Environment of Ninh Binh Province; counterfeited all notices of imported scrap consignments for inspection and clearance in the Natural Resources and Environment sector when carrying out import procedures for scrap.

Or the act of importing scrap exceeds the limit granted according to the notices of imported scrap for inspection and clearance by the Ministry of Natural Resources and Environment, which had been granted to Hong Viet production, construction and trading company, with limited imports of scrap steel, but were in excess of 984 tons compared to the total number of permit restrictions, and imports of scrap plastic in excess of 64,249 tons compared to the total permitted quantity granted by Ben Tre Provincial Department of Natural Resources and Environment.

At point b, Section 2, Directive 27 / CT-TTg dated September 17, 2018 of the Prime Minister, on a number of urgent solutions to strengthen the management of import and use of imported scrap is as follows: As a raw material for production, the Prime Minister assigned the Ministry of Finance to assume the prime responsibility and coordinate with the Ministries of Natural Resources and Environment, Industry and Trade, Transport, Public Security, National Defense and Foreign Affairs, and People's Committees in provinces and cities. The central city has border gates to develop regulations on inter-branch coordination on the management of import of scraps at border gates.
