Vietnam has become one of six countries with highest COVID-19 vaccination coverage

At the Government conference on the morning of January 5, on behalf of the Government, Standing Deputy Prime Minister Pham Binh Minh presented a report on the direction, administration and performance of the 2021 socio-economic development plan and orientations and tasks for 2022.

The Deputy Prime Minister said, despite the Covid-19 pandemic, adversely affecting the implementation of the social-economic development plan, the Government quickly stabilized and settled work to avoid interruption.

Accordingly, the Government promptly developed and submitted to the XV National Assembly five-year plans for 2021-2025 on socio-economic development, finance, budget, and public investment, and issued the Government's Action Plan for the 2021-2026 period to implement the National Assembly's Resolution on the five-year socio-economic development plan from 2021 to 2025; submitted to the National Assembly for approval funding for three national target programs.

In addition to measures against the Covid-19 pandemic, the Government requests to strengthen the building of institutions; remove difficulties and obstacles, improve the investment and business environment; accelerate administrative reform, digital transformation, build a streamlined, effective and efficient administrative apparatus; and promote the people's autonomy.

According to Pham Binh Minh, Vietnam has become one of six countries with the highest COVID-19 vaccination coverage in the world. 99.6% of people aged 18 and over had been vaccinated with one does, 90.95% of them two doses, 85.6% of people from 12 to 17 years old had been vaccinated with one does and 57% with two doses. Vietnam is ordering vaccines for children from 5 to 11 years old. The number of infections, severe cases, and deaths are decreasing.

The Government requests ministries and government agencies to closely monitor the world’s and the region’s situation; forecast and develop growth scenarios; make periodical reports to have appropriate and effective solutions to realize short-term and long-term goals. It is estimated Vietnam will achieve and exceed seven of 12 key targets for the whole of 2022.

The Government promptly issued and effectively implemented Resolution 68/NQ-CP and Resolution 116/NQ-CP. Accordingly, nearly VND71.5 trillion was spent to support 742,000 employers, 42.8 million employees and over 158,000 tons of rice was allocated.

Research activities, application of science and technology, reform and digital transformation have been strengthened in all fields. The reform index in 2021 ranked 44 among 132 countries and economies, continuing to lead in the group of countries with the same income level.

In 2021, 1,101 business regulations were cut and simplified. The Prime Minister approved a plan on reducing and simplifying 924 regulations and amending and supplementing 183 legal documents of seven ministries.

The Government also issued more than other 20 documents to remove difficulties and support businesses and people; reviewed more than 400 documents related to legal regulations on market entry conditions, management organization and operation of enterprises, and proposed to amend 106 articles of 93 legal documents.

Six key goals

Also at the conference, Deputy Prime Minister Le Minh Khai presented the draft Government's resolution on the main tasks and solutions to implement the socio-economic development plan and the State budget estimate for 2022.

The Government identified the theme in 2022 “solidarity; discipline; safe, effective, and active adaptation; recovery and development”. This theme is concretized in six key goals.

The first is to promote the strength of the national unity bloc; uphold the spirit of self-reliance and strive with high determination, turn challenges into opportunities; successfully and comprehensively implement the goals and tasks of the 2022 plan, creating a solid foundation for sustainable development.

The second is to adapt safely, flexibly, and effectively control the Covid-19 pandemic; identify vaccines and Covid-19 treatment medicine and people's awareness and responsibility are decisive factors in pandemic prevention and control.

The third is to closely follow the situation, take advantage of every opportunity to boost socio-economic recovery and development and maintain growth momentum in the long term and take advantage of new and sustainable growth momentums; focus on implementing three tasks: Restoring and promoting production and business; boosting exports; accelerating the disbursement of public investment capital and mobilizing public-private cooperation resources to develop infrastructure, especially strategic infrastructure.

The fourth is to continue to give priority to developing institutions, promoting decentralization together with reasonable resource allocation, and strengthening inspection, supervision of power and improving the efficiency of law enforcement.

The fifth is to ensure social security, speed up administrative reforms and create a favorable business and investment environment.

The sixth is to ensure political stability, social order and safety; continue to consolidate and maintain national defense and security; and remain active in international integration.
