The two sides have also been coordinating closely in multilateral fora, including the United Nations, ASEM, ASEAN - led fora and the WTO. In the next 10 years, the Strategic Partnership will not only be the framework to further the bilateral relationship, but it will also address issues on which the UK and Vietnam will provide leadership in the global community.

On the occasion of the visit by the Right Honourable Dominic Rabb MP, First Secretary of State and Secretary of State for Foreign, Commonwealth and Development Affairs, to Vietnam on 30 September 2020, hosted by Deputy Prime Minister and Minister of Foreign Affairs Pham Binh Minh, in the year in which Vietnam chairs ASEAN and joins the UK in the UN Security Council, and as the UK prepares to host COP26 in 2021, both sides wish to refresh and strengthen the Vietnam - UK Strategic Partnership. We emphasise that UNCLOS is the basis for determining maritime entitlements, sovereign rights, jurisdiction and legitimate interests over maritime zones, and UNCLOS provides the comprehensive legal framework within which all activities in the oceans and seas must be carried out. We reiterate the importance of the full and effective implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC) in its entirety as well as the swift conclusion of an effective and substantive Code of Conduct for the South China Sea (COC) that is consistent with international law, particularly UNCLOS, without prejudice to the rights of States or the interests of third parties under international law.
