In recent months, when the pandemic was brought under control, the economic situation of Ho Chi Minh City began to see a recovery, which means a recovery of production and business. How would you rate this recovery?
- The economic picture of Ho Chi Minh City in the fourth quarter was more prosperous than the previous three quarters. This is reflected in the enterprises 'contribution to the city budget, the number of enterprises' contributions to the budget in November increased more than two months ago. However, the production recovery of enterprises in the city is currently uneven.
Specifically, businesses producing consumer goods are speeding up production to prepare for Tet, but businesses in the tourism and service sectors are still heavily dependent on social outreach measures issued by the Government and city authorities. In general, the capacity of small and medium-sized enterprises is exhausted, making it more difficult.
With the above situation, is the upcoming VND4,000 billion support package expected to help businesses overcome difficulties and recover from the pandemic?
- Enterprises are currently expecting the Government and the city authorities to deploy new support packages. At the last session of Ho Chi Minh City People's Council term IX, speaking to delegates about solutions and policies to remove difficulties for businesses affected by Covid-19, HCMC People's Committee Chairman Nguyen Thanh Phong said there would be a credit package of more than VND4,000 billion with a 0% interest rate. This is great news for enterprises.
It is expected that this support package will give priority to small and medium enterprises that are facing difficulties and have exhausted their capacity, I think this target is the right target. Chairman Nguyen Thanh Phong also suggested considering the loan conditions to suit the characteristics of the business situation, which shows the understanding of city leaders. However, businesses are still looking forward to its specific implementation.
In the past, many businesses' access to capital support has encountered certain barriers. So, according to you, how can the city remove these problems?
- The biggest problem is to remove the bottlenecks in loan conditions and capital access, in which conditions related to finance and collateral need to be reduced accordingly.
More than 90% of small and medium enterprises are very limited in capital and assets. The banks and credit institutions all promised to give loans to small and medium-sized enterprises, but the fact that banks are also enterprises should consider them because they are afraid of bad debts.
Accordingly, the problem is that the Government, agencies, and especially the banking system, need to have a harmonious consideration so that corporate loans are used for the right purposes, plans and efficiency, have the basis to help businesses borrow capital.

If the current conditions for lending are still maintained, no matter how many packages there are to support, businesses just stand and watch but can't access them.
