The journey of 100 bars of cocaine in scrap container
The representative of BR-VT Customs Department said that in order to catch the illegal transportation of drugs mentioned above, the Department set up a specialized investigation from the reconnaissance.
Through the reconnaissance, investigation and information exchange, the Customs Enforcement Team under BR-VT Customs Department set up a plan to closely monitor the case. On 24th July 2018, when the Maersk Line arrived at Tan Cang Cai Mep - Thi Vai port (Phu My town, Ba Ria - Vung Tau province), the competent forces, including the Customs Enforcement Team, Cai Mep Port Customs Branch (BR-VT Customs Department) and Drug Investigating Police Division (PC 47) under BR-VT Provincial Public Security, have collaborated together to inspect a container of scraps on the ship.
When the competent forces opened the container, they discovered 4 tied sacks in the heaps of scraps. Examining these sacks, the forces found four black travel bags containing 100 rectangular boxes wrapped by nylon containing white powder pressed into bars.
Suspecting the powder to be drugs, the Customs Enforcement Team conducted a quick test of this powder by drug testers. As the result, the powder was positive to cocaine. The Team has cooperated with Cai Mep port Customs Branch to make a record and carry out the handling steps according to regulations.
According to information provided by the Customs Enforcement Team under BR-VT Customs Department, the container containing 100 bars of cocaine mentioned above is one of 17 containers of scraps of Pomina 2 Steel Company (headquartered in Phu My Industrial Park 1, Phu My town, Ba Ria - Vung Tau province), which had just arrived at Cai Mep New Port on 24th July 2018. Imported goods on the e-Manifest declaration are scrap steel. By Customs processional measures, the Customs Enforcement Team raised suspicion and took the lead in coordinating with the concerned forces to examine the material evidences and inspect the means.
It is known that this container and the ship travelled from Tobago across Panama and China then to Cai Mep – Thi Vai New Port in Vietnam to deliver goods and then exit to Singapore.

What does the leader of Pomina Steel say?
Mr. Do Xuan Chieu, president of Pomina management board confirmed that his company did not import banned goods.
He explained that the initial test results also showed that the actual seal at the checking time of the container containing cocaine was different from the receipts, including the arrival notice of Maersk Line, Packing list and the bill of lading that the owner provided to Pomina Steel 2.
He also noted that the above imported scrap shipment was purchased from STAMCORP International Pte, Ltd., headquartered in Singapore to be production materials. On 24th July 2018, the ship carrying the shipment of 355,000 kgs arrived at Cai Mep - Thi Vai New port, on 3 p.m of the same day, the Customs conducted the physical inspection of a container belonging to the above shipment and discovered banned goods.

With regard to this imported shipment, it is known that Pomina Steel Company 2 has not yet opened the Customs declaration and is actively coordinating with the owner and the competent authorities to clarify the case.
According to information from Cai Mep port Customs Branch, from the beginning of the year to now, Pomina Steel 2 JSC has opened 592 import declarations of scrap irons and steels used for steel ingot processing with total import volume of 176.776 tons, worth more than US$ 56 million |
