10 targets of administrative reform to simplify customs procedures

VCN - Implementing Resolution 01/NQ-CP of the Government, the General Department of Customs has issued Decision No. 123/QD-TCHQ dated January 31, 2023 on assigning administrative reform targets to simplify customs procedures and facilitate trade in 2023.

Accordingly, the General Department of Customs assigned 10 targets of administrative reform and solutions.

Target 1: “Improving the quality of risk analysis and assessment, ensuring to reduce 5% of Red channel declarations and 10% of Yellow channel declarations in 2023”.

To achieve this target, the General Department will review documents on strengthening on inspecting imported and exported goods; cutting the list of goods subject to specialized inspection and the list of goods subject to risk management in the field of customs; transforming paper documents into electronic documents; reduce the rate of shipments required for sampling for verification; and raise the number of compliant enterprises.

Target 2: “Reducing 10% of the time for customs clearance and goods release”.

To realize this target, the General Department will simplify customs procedures and implement trade facilitation to reduce time and costs for enterprises. If all targets issued under this Decision are achieved, the time for customs clearance and goods release will be shorter. The General Department will develop specific solutions to implement this target in 2023 by gathering opinions of local customs departments about the time for customs clearance and goods release in 2022.

Target 3: “Reducing 20% of shipments required for sampling for analysis and assessment”.

Target 4: “Reducing documents in the customs dossier, and transforming into e-documents: 100% of Certificates of Origin must be submitted online; customs officers are forbidden to request customs declarants to submit unsolicited documents.”

Target 5: “Increasing the number of online price consultations of enterprises from level 1 to level 4”.

Target 6: “Reducing 25% of post-clearance audits based on law compliance of customs declarants”.

On December 28, 2022, the General Department issued Dispatch No. 5700/TCHQ-KTSTQ on the list of enterprises subject to post-clearance audit to evaluate their law compliance in 2023. Accordingly, the General Department of Customs approved the list of 44 enterprises, reducing by 25.7% compared to 2022 (194 enterprises).

Target 7: “Increasing 10% of customs declarations processed by the customs broker”.

Target 8: “Increasing 20% of enterprises voluntarily joining the Program to support businesses to voluntarily comply with customs laws compared to 2022 to improve the law compliance rate”.

Target 9: “Improving the quality of dialogues, promptly removing difficulties and obstacles for enterprises”.

To implement the above target, the General Department of Customs requests to solve problems during the customs process at the branch level within two working hours; strengthen online business dialogues, at least once a quarter at the customs branch level and twice a year at the provincial and municipal customs department level; reduce 50% of complaints about wrong administrative decisions of customs authorities and customs officers.

Target 10: “Perform administrative procedures in the field of customs supervision and management on the online public service portal, including procedures related to the protection of intellectual property rights; procedures related to the activities of customs agents; procedures for recognition, expansion, narrowing and termination of operation of customs checkpoints (warehouses, yards, locations).”
