200 procedures are connected
Deputy Minister Vu Thi Mai and members of the Committee 1899 attended the session.
At the meeting, Deputy Director-General of General Department of Vietnam Customs (GDVC) Nguyen Duong Thai, on behalf of the GDVC’s leader - the Standing office of the Committee 1899, presented the report on the results of performance in the first months of the year and direction of tasks in the last months of 2020 on NSW, ASW deployment, specialized inspection reform, and trade facilitation.
After the 6th session of the Committee 1899 (in February 2020), the Ministry of Finance (the GDVC) has worked with ministries to actively connect new administrative procedures to the NSW.
Specifically, officially connect 10 new administrative procedures of the Ministry of Agriculture and Rural Development and two administrative procedures of the Ministry of Health to the NSW.
Ministries have developed new procedures, completed the connection test, and planned to officially connect 14 new administrative procedures of the Ministry of Industry and Trade (six procedures), Ministry of Defense (six procedures), Ministry of Health (two procedures).
Nine new administrative procedures of the Ministry of Health have been developed and tested.
One procedure of the State bank has been deployed.
By the end of August, 200 administrative procedures have been officially connected, increasing by 12 procedures compared to 2019, and 23 procedures have been connected to be officially launched.
As of August 25, more than 3.2 million dossiers of more than 40,000 businesses have been processed via the NSW.
During the implementation, the Ministry of Finance (the GDVC) has coordinated with relevant ministries and units to hold nine training courses to implement new procedures; actively supported and guided businesses in implementing administrative procedures via NSW through the GDVC’s Helpdesk.
Regarding ASW, from January 1, 2018, Vietnam has officially connected the ASW to exchange e-C/O form D with 4 countries Singapore, Malaysia, Indonesia, and Thailand.
Currently, Vietnam has connected with five more ASEAN member States including Brunei, Cambodia, Myanmar, Laos, and the Philippines.
As of August 25, 2020, 179,763 C/O received by Vietnam from ASEAN member States, and 263.684 C/O sent from ASEAN member States to Vietnam.
Reform model of specialized inspection
Regarding the implementation of specialized inspection reform, over the past time, ministries and sectors have made great efforts in reviewing and building legal documents on specialized management and inspection; electrolyzing inspection procedures; reforming inspection; reviewing concentrated specialized inspection sites; socializing specialized inspection.
The Ministry of Finance has completed and submitted to the Government for approval of the Scheme on reforming the model of food quality inspection and food safety inspection for imported goods.
The key reform contents of the new model are: simplifying, standardizing, and unifying the process and procedures for quality inspection, food safety inspection; changing the inspection method (from tightened inspection to the normal inspection and from normal inspection to reduced inspection); changing the approach from quality inspection by goods associated with owners to quality inspection by goods.
Expanding the object of exemption from quality inspection, food safety inspection; improving compliance of businesses, ensure the controlling role of state management agencies through the application of the principle of risk management in quality inspection and food safety inspection for import goods and conduct random inspection not more than 5% of goods to assess compliance with the law.
The new model also helps transparency and publicity of information on quality control of importers and state management agencies through the upgrade and application of information technology systems.
Customs Newspaper will continue to update the key contents of the session.
Regarding the key content related to trade facilitation, the Ministry of Finance (the GDVC) continues to perfect the Vietnam Trade Information Portal (VTIP). In the near future, the Ministry of Finance will continue to review and supplement human resources to implement the operation of the VTIP, regulate responsibilities for units related to the VTIP at the GDVC, develop a plan to assign tasks to each the GDVC’s department, unit. |
