2000 GPS seals would be used for strengthening customs supervision

VCN – General Department of Vietnam Customs approved the scope of implementation, requirements of professional operations, software and techniques for implementing the scheme of investing in the electronic GPS seal system for supervising goods transported by container which are subjected to customs supervision by the General Department of Vietnam Customs.

By implementing the Decision No.712/QĐ-BTC of the Ministry of Finance dated 17/5/2018 about the approval of the scheme of investing in the electronic GPS seal system for supervising goods transported by container which are subjected to customs supervision, the General Department of Vietnam Customs has established a technical and professional operation unit for implementing this scheme. Until now, the scope of implementation, requirements of professional operations, software and techniques for implementing the scheme have been approved.

Accordingly, the General Department of Vietnam Customs will apply GPS seals for supervising goods which are subject to customs supervision transported by container; Imported and exported goods subjected to customs supervision (independent and combined transport).

The GPS seal will be mounted on the container in the case of transporting by road and mounted on means of transport in the case of transporting by waterway and multiple stacked containers that cannot be mounted on the container.

The selection of containers which need to mount the e-customs seals will be based on information from the customs operation system, including: customs declaration information, cargo container information, means of transportation... In case of having other information, the Manager of the Customs Branch will approve the list of containers and means of transport which need to be affixed with e-customs seals.

The affixation of GPS seals will allow Customs authorities to track the movement of shipments on its routes, schedule, and location of shipments in real time, review the journey history and compare with the registration information about travel time, stopping time.

The monitoring and supervision cargo clearance system with GPS seal also allows for warning in the following cases such as: going wrong routes and registered routes; unlocked GPS seal device, lost GSM or GPS connection; warning in case of interference, unauthorized action on GPS seal such as crack, wire cut, opening a seal illegally...

The GPS seal system is a new management model which will help Customs authorities control strictly the process of cargo transportation, ensure the strict supervision of risky import and export goods and timely detect signs of violation for handling.

Therefore, with the expansion of the VASSCM system, the implementation of the scheme of investing in the electronic GPS seal system for supervising goods transported by container which are subjected to customs supervision will contribute to the improvement of the customs management and supervision process of the customs authorities, meeting the advanced requirements in modern customs management.
