Specifically, 25 commodity are equivalent to more than 1,000 product lines as calculated according to HS code at 8-digit level, equivalent to more than 1,500 items by specific commodity names.
To solve this perilous situation, the Ministry of Finance proposed it should be assigned to one unit under the Ministry to take responsibility for management and inspection.
Regarding this issue, over the past time, as a focal point unit, coordinating with ministries and sectors to deploy the Decision 2026/QD-TTg, the Ministry of Finance (General Department of Vietnam Customs) has urged ministries and sectors to implement the task of reforming specialised inspection for import and export goods. Accordingly, many overlapping commodity lists have been cut or brought to a focal point unit for inspection.
In addition, during the working process, the General Department of Vietnam Customs has regularly reviewed and feedbacked the obstacles when implementing the current legal documents and commenting on draft legal documents of the ministries and agencies such as the draft decree guiding the Law on Animal Husbandry, the Law on Crop Production, and the Decree on fertiliser management toward the direction of trade facilitation, reducing the clearance time under the directives of the Government and the Prime Minister on reforming management and specialised inspection.
