According to information at the conference on building e-Government in association with administrative reform and renovation of specialized inspection of MARD on the morning of November 14th, 2018, the building of e-Government in association with administrative reform and renovation of specialized inspection of MARD is identified as a difficult task, which cannot be done completely at the same time.

Therefore, in 2018, MARD determined that there should be a road map for implementation and set specific work for each period. One of the specific contents prioritized by the MARD is the reduction of business conditions.

Mr. Ngo Hong Giang-Deputy Director of Personnel Department, Chief of Administrative Reform Office (MARD) said: There are 33 conditional business lines in agriculture with 345 specific conditions. Through a review, the Ministry has proposed the Government to issue Decree 123/2018 / ND-CP to amend and reduce 131/170 conditions.

The remaining conditions will be amended and reduced in the Forest Law and the Fisheries Law, which have been promulgated (effective from January 1st, 2019) and the subsequent decrees of these two laws. According to calculations, the total number of reduced conditions will be 69%.

In addition to reducing business conditions, the reduction of the list of goods subject to specialized inspection before customs clearance for import and export is the next content which is promoted by the MARD.

Mr. Giang added: In early 2017, the MARD reviewed and proposed to cut goods subject to specialized inspection and under the management of the Ministry; 7698 commodity lines defined in Circular No. 24/2017 / TT-BNNPTNT, promulgating the list of HS codes for imports and exports under management of MARD

Performing tasks assigned by the Government, the Ministry continues reviewing and cutting goods subject to specialized inspection. Specifically, on October 30th, 2018, the Ministry has issued Circular No. 15/2018 / TT-BNNPTNT including 2 lists: the List of imports and exports with HS codes includes 2,873 lines; the List of imported goods subject to specialized inspection before customs clearance with HS codes includes 1,800 lines (the cut rate is over 76%). "This has contributed to reducing the time and costs for enterprises and creating a favorable environment for production and business development," Giang said.

Speaking at the conference, Minister of Agriculture and Rural Development Nguyen Xuan Cuong emphasized that, "Administrative reform is a compulsory requirement, if the reform is not carried out, the Agriculture sector will be behind other sectors. The administrative reform requires a change in thinking, a positive attitude and transparency. By the end of this year, the Government Working Group will return to work and review all political tasks assigned to the sector, including administrative reform. Therefore, the units in the Ministry must be more drastic."

According to the 2018 plan, MARD will complete the connection of 10 new administrative procedures. Thus, with the implementation of 28 administrative procedures through the NSW Portal, up to 95% of import and export dossiers are processed through electronic licensing.
