According to the Ministry of Science and Technology, Hoa Lac Hi-Tech Park has attracted 72 projects, including 9 projects with foreign investment and a lot of projects preparing to register the investment in the future. Along with the process of finalizing the infrastructure (by 2018) and building policies of investment incentives, the acceleration of operations of projects on logistics services and public administration, such as: Customs supervision and audit; Customs clearance to meet the requirements of the business community at Hoa Lac Hi-Tech Park and surrounding areas is very necessary.

The Ministry of Science and Technology said that the demand for settlement of Customs procedures and Customs service at Hoa Lac Hi-Tech Park and surrounding areas is growing. Statistics showed that in 2015, the total import and export value of Ha Tay Customs Branch reached $US 1.94 billion with more than 63,000 declarations and tax revenues reached 1038.9 billion vnd. In particular, the value of imported and exported goods at Hoa Lac Hi-Tech Park was $US 1.4 billion with 35,000 declarations and tax revenues reaching 346 billion vnd.

The Ministry of Science and Technology stressed that the Ministry of Finance has decided to set up a Customs Branch at Hoa Lac. In order to meet this policy of the Ministry of Finance, the Management Board of Hoa Lac Industrial Park has introduced 5,000 m2 of land for buiding the Ha Tay Customs Branch office at Hoa Lac Hi-Tech Park. The Management Board of Hoa Lac Industrial Zone has also introduced allocated 7000 m2 of land to serve the construction of a Customs inspection site at Hoa Lac High-Tech Park. However, this project has not been constructed yet.

The Ministry of Science and Technology said with the practical needs of resolving Customs procedures conveniently, quickly and in order to meet the development of Hoa Lac Hi-tech Park, the establishment and construction of a Customs Branch at Hoa Lac High-Tech Park is necessary and should be accelerated. Therefore, the Ministry of Science and Technology has proposed that the Ministry of Finance continue to facilitate and direct the relevant units to accelerate the construction of a new Customs Branch office at Hoa Lac Hi-Tech Park.
