Stopping -procedures for confirming origin declaration from December 1, 2020

On the afternoon of December 29, 2020, the General Department of Customs held a meeting to evaluate the performance of the Government's Resolution No. 169 / NQ-CP of November 11, 2020, on the declaration and sharing of electronic data of imported vehicles to abolish the origin declaration.

Attending the meeting were representatives of Traffic Police Department (Ministry of Public Security), Vietnam Register Department (Ministry of Transport); Department of Vehicles and Motors (Ministry of Defense), Administrative Procedure Control Department (Government Office), representatives of Vietnam Automobile Manufacturers Association (VAMA) and more than 50 automobile and motorcycle importers.

The meeting focused on evaluating the performance of the Government's Resolution No. 169 / NQ-CP dated November 11, 2020, on the declaration and sharing of the electronic data of imported vehicles to abolish the origin declaration; benefits of abolishing procedures for confirming the origin declaration; guidance on how to declare imported vehicle information criteria according to official dispatch No. 14650 / BTC-TCHQ dated November 30, 2020; common errors in the declaration process and solutions; as well as the method of sharing electronic data of vehicles between the General Department of Customs and the vehicle registration agency.

Previously, the Ministry of Finance agreed with the Ministries of National Defense, Public Security, and Transport and submitted Report No. 11098 / BTC-TCHQ dated September 14, 2020, to the Prime Minister to propose abolishing procedures for confirming the origin declarations for imported road vehicles.

The proposal was approved by the Prime Minister and mentioned at the Government's regular meeting in October 2020 and adopted by the Government in accordance with Resolution No. 169 / NQ-CP dated November 11, 2020.

Thereby, the Ministry of Finance issued Official Letter No. 14650 / BTC-TCHQ dated November 30, 2020, to guide the declaration and sharing of data of imported road vehicles.

Accordingly, the customs agency has stopped performing procedures for confirming the origin declaration from December 1, 2020, for imported road vehicles governed by Circular 58/2020 / TT- BCA of the Ministry of Public Security; and worked with the General Department of Technology (Ministry of Defense) to connect and share data of imported vehicle's origin for registration, management and use of motor vehicles for national defense purposes, which can be completed from July 1, 2021.

Limiting fake documents

According to the Customs Control and Supervision Department, after nearly a month of implementation, the abolition of procedures for confirming the origin declaration for imported road vehicles has brought many benefits to authorities, people and businesses; with unnecessary paperwork and procedures abolished; and the data on vehicle's origin on the system ensures accuracy.

Thereby, fake documents and papers has been reduced, it is suitable with the context that the Government is strengthening measures to reform administrative procedures and encouraging the use of the National Public Service.

According to preliminary calculations based on survey results from businesses and reports of the customs departments, this abolition will save hundreds of thousands of working hours per year for customs; and help businesses save costs and human resources.

This is a breakthrough solution for administrative procedure reform, which saves not only time and costs for people and businesses in the process of import procedures and vehicle registration, but also thousands of working hours per year for the Customs sector.

At the meeting, some businesses also reflected on problems related to transmission lines and searches on the system. The representative of the Customs Information Technology and Statistics Department said that there is a situation that the system cannot recognize the declaration due to incorrect formats.

The representative of the Customs Control and Supervision Department said that in the future, the General Department of Customs will work with the Ministry of National Defense to connect and share data to officially stop procedures for confirming the origin declaration for vehicles governed by Circular No. 102/2016 / TT-BQP dated June 29, 2016, of the Ministry of National Defense from July 1, 2020, in accordance with the Government's direction; and work with the Ministry of Public Security to ensure the smooth sharing of data between the Customs agency and the Traffic Police Department through the national public service system for vehicle registration.

Some problems arising during the implementation process will continue to be solved by the General Department of Customs or solved under the coordination between the General Department of Customs and the Traffic Police Department (Ministry of Public Security), and the operator of the National Public Service Portal (Government office) in a timely fashion.
