Talking with the correspondent of Customs Newspaper, Deputy Director of Customs IT and Statistics Department (under the General Department of Vietnam Customs) Le Duc Thanh said that the deadline for deployment of the system in this year is very urgent. From the beginning of the year, the Department has collaborated with Ho Chi Minh City Customs Department and Ba Ria- Vung Tau Customs Department to pilot the system in the two key units in the Southern area. In addition, the Department has coordinated positively with Ha Noi Customs Department to prepare for the official deployment in the airport (Noi Bai International Airport) by February 2018. The department will coordinate with Customs Departments managing seaports and international airports to expand the automated system for Customs management.

“By the end of the third quarter 2018, Customs Departments including Ha Noi, Hai Phong, Quang Ninh, Ho Chi Minh City, Bà Rịa - Vung Tau, Đa Nang, Quang Nam, Quang Ngai, Binh Đinh, Khanh Hoa and Can Tho are targeted to complete the deployment of the automated system for Customs management at all seaports and airports. Based on the survey results of the above-mentioned Customs Departments, the Customs plans to connect and exchange information with about 180 partner businesses” Mr. Tho said.

The actual implementation at Hai Phong Customs Department and the pilot at Ha Noi Customs Department, Ho Chi Minh City Customs Department and Ba Ria-Vung Tau Customs Department have shown that the workload of the Customs authority and businesses is heavy and requires great effort and determination.

The required great effort and determination is because the objects participating in the connection include: the Customs and warehouse, yard and port operators at seaport and airports, shipping lines, airlines, shipping agents, forwarders, Customs brokers, importers and exporters, management agencies under ministries and sectors and other concerned parties. Meanwhile, IT infrastructure and management process in each unit have different characteristics and require standardization. Ensuring the connection requirements is very important and challenging.

Therefore, in order to implement effectively and on schedule, the relevant units are required to implement tasks and solutions smoothly, synchronously and effectively. Mr.Thanh said that the Customs IT and Statistics Department must develop and submit to the leader of General Department of Vietnam Customs to issue the plan on expanding the system; Instruct, monitor, urge and control the deployment of the automated system for Customs management at all Customs units; assist to remove obstacles and difficulties arising in units; continue to improve the system and coordinate local Customs Departments to ensure IT infrastructure meets the requirements on expanding the deployment.

Besides, it has to assist local Customs Department to survey actual conditions and IT infrastructure and technical requirements in units (including in Customs units and businesses). On this basis, the General Department of Vietnam Customs will continue to improve functions of the automated Customs management system at seaports and airports to meet specialized requirements of all units.

Regarding local Custom Departments where deploying the system, they need to review and complete conditions to ensure the expansion under the guidance of the General Department of Customs.

According to Mr. Thanh, the experience from the deployment showed that the key requirement for the local Customs units is to organize and assign work specifically and logically for members of the development board to soon come into operation effectively. Urgently completing the preparation for technical infrastructure and IT System to meet requirements on deployment including investment, equipment and updating of the Customs IT infrastructure in places where it will be deployed. Guiding and assisting Customs Branches and businesses to learn the process of information exchange and technical requirements and build software connecting to the Customs agency.

To be expand the entire automatic customs management system at the seaports nationwide

Training and guiding for Customs Officers and businesses to ensure they are using the System effectively after being put into operation. Besides, regularly propagandizing and publicizing for businesses and Customs officers on policies, orientation, targets, requirements, tasks and contents to deploy the system.
