Adding 11 procedures processed via NSW at seaport: Enterprises enjoy benefits

 VCN- From 1st July 2018, 11 administrative procedures in maritime sector have been processed via NSW at 13 localities where maritime and port authority are located. The deployment of NSW at seaports over the past time has brought benefits for the business community as shipping lines, shipping agents and forwarding agents. Vietnam’s enterprises have enjoyed further benefits in saving time and cost as well as Customs clearance procedures.

The deployment of NSW at seaports over the past time has brought facilities for the business community as shipping lines, shipping agents and forwarding agents.

Stop the status that 1 dossier is submiited to many agencies

Talking with the Customs Newspaper, Ms. Vu Quynh Anh, Deputy Head of the Legal Department of the Vietnam Maritime Administration, said that from July, Vietnam Maritime Administration has implemented 11 administrative procedures, including procedures for vessels on exit, entry or in transit at seaports; Vessels operating inland routes in and out of seaports; Vessels in and out offshore oil ports and operating in Vietnam's sea areas; Vessels on entry at offshore oil ports and operating in Vietnam's sea areas: Vessels on exit at offshore oil ports; Foreign vessels entered and then in and out the other Vietnam’s seaports) via the National Single Window Portal at all 25 port authorities.

The scope and sites applied to implement 11 administrative procedures processed via NSW portal includes seaports, offshore oil ports located in 13 provinces and cities, in which there are 9 former localities including: Hai Phong, Quang Ninh, Da Nang, Ho Chi Minh City, Ba Ria - Vung Tau, Binh Dinh, Khanh Hoa, Quang Ngai, Dong Nai, and 4 new localities including Quang Nam, Quang Binh, Thua Thien - Hue, Quang Tri. Accordingly, all shipping lines, shipping agents, forwarders will declare 11 procedures related to ship-related procedures, including e-manifest via NSW Portal at https://vnsw.gov.vn.

According to the Ministry of Transport, the NSW has facilitated and saved cost and time for enterprises in carrying out administrative procedures. The statistics have shown that the rate of processed dossiers is always high (over 98%) and there is no status in which the dossiers are processed overdue time limit.

For the benefits brought to the people and enterprises, after more than 3 years of pilot implementation, enterprises have highly appreciated the efficiency and benefits of administrative procedures processed via NSW that are deployed by the Ministry of Transport for enterprises. Accordingly, significantly reducing Customs clearance cost and time at seaports and enterprises, and mainly electronically implementing procedures via NSW with a few dossiers that are directly submitted.

Mr. Tran Binh Phu, General Director of Transport and Chartering Corporation said that previously the procedures for import and export goods, means of transport, passenger on exit, entry or in transit at border gates related to 8 different ministries and sectors, meaning that enterprises must make many paper dossiers to submit to relevant ministries and sectors. Currently, enterprises only declare and receive results via NSW. From this focal point, these dossiers will be sent to relevant ministries and sectors. This helps enterprises to save their human resources in preparing dossiers and carrying out procedures related to imports and exports, because they do not have to submit a dossier to each management agency as done previously, and at the same time, reducing types of unofficial fees in finalizing documents for the vessel.

Save tens of thousands of USD

According to Pham Chi Thanh, Head of Agent of SITC Vietnam, thanks to the pilot participation of NSW, shipping companies can save from thousands of dollars to tens of thousands of dollars for each arrival at ports because procedures are electronically processed by a focal point . Therefore, with tens of thousands of ship arrivals every year, in the coming time, if all procedures will be processed via NSW, we can save US$ million.

Specifically, Mr. Thanh analyzed, according to regulations, the ship is only permitted to stay within 20 hours for each arrival at ports. It took 4 hours to complete the procedure. When the procedure is completed, the goods will be unloaded and all remaining procedures will be done. If overdue limit time, the ship will be fined and pay a huge cost. Thanks to NSW application, SITC only send information via the NSW Portal, then receive the results from this focal point rather than directly submit to each agency as before.

SITC saves on average 32 shipping hours per week (shipping renting fee is US$ 10,000/24h), hence, SITC saved nearly 15,000 per week for shipping renting fee thanks to the reduction of Customs clearance time at Hai Phong port, and saved cost of moving, storage, and human resources.

Although obtaining many positive achievements, some enterprises said that many procedures did not connect to this system, so that some procedures were implemented by paper dossiers, taking more time to complete for enterprises.

According to statistics form the General Department of Vietnam Customs - the Standing Committee of the National Steering Committee for ASEAN Single Window, NSW and trade facilitation, until 15th July 2018, only 53 administrative procedures for 11 ministries and sectors were connected to NSW (excluding procedures of the Ministry of Finance), nearly 1.34 million dossiers of 22,800 enterprises were processed. Currently, the Ministry of Transport has completed 12 of 87 procedures, reaching 13.8%, and will add the remaining 75 procedures by the end of 2018. By 2020, it will complete 87 of 87 procedures.
