Airport enterprises need to coordinate for implementing Aviation Single Window

According to the Decision No 43/2017 / QD-TTg of the Prime Minister stipulating the responsibility for carrying out procedures for entry, exit and transit aircraft through the national mechanism, airport enterprises are responsible for providing information on flight schedules to the Customs authorities.
Specifically, at least 24 hours (for non-scheduled flight is one hour at most) before the aircraft enters the country and before the carrier completes the procedures for passenger on exit and cargoes, the airport enterprise shall have to provide to the International Airport Customs Branch the following information: Nationality of the aircraft; type of aircraft; flight; arrival time, time of departure of the aircraft; location of the aircraft; passenger entrance point; time for loading and unloading cargo of the aircraft.
The airport enterprises shall be responsible for announcing at least one hour before the exit and entry of the aircraft into the country to Customs authorities when there is a change in the specified information as above.
The General Department of Vietnam Customs said that they have cooperated with Vietnam Airlines Corporation (ACV) to connect the system for receiving information.
However, through the monitoring, management and operation of the National Single Window Portal, the information provision of ACV and some units of the ACV have not been timely and complete as prescribed. For example, on 27/1-28/1 in 2018, the General Department of Vietnam Customs received only information from three entities: Noi Bai International Airport, Cam Ranh International Airport and Phu Quoc Airport.
The provision of incomplete and inaccurate information to the Customs authorities caused difficulties in carrying out procedures and monitoring, management and supervision of import and export goods, customs clearance ... of the Customs authorities that seriously affects the operation of airlines and related businesses.
Therefore, the General Department of Vietnam Customs is requesting the ACV to direct its units to strictly comply with the obligation to provide information in accordance with regulations.
