Many procedures are amended and supplemented
According to Decision No. 1258/QD-TTg, the Prime Minister approved amending the names of the two administrative procedures of the Ministry of Health and one administrative procedure of the Ministry of Industry and Trade.
The time limit for implementingtheeightadministrative procedures of the Ministry of Agriculture and Rural Development (MARD) is revised and the MARD’s other administrative procedures are merged into twoprocedures.
At the same time, Decision No.1258/QD-TTg supplements 44 administrative procedures of ministries.
Of which, sixprocedures of the Ministry of Industry and Trade, one procedure of the Ministry of Transport, 12 procedures of the Ministry of Agriculture and Rural Development; sixprocedures of the Ministry of Defence; threeprocedures of the Ministry of Natural Resources and Environment; 15 procedures of the Ministry of Health; 1 procedure of the Ministry of Labour, Invalids and Social Affairs.
In addition, 38 administrative procedures in Decision No. 1254/QD-TTg wereabolished.
Specifically, one procedure of the Ministry of Industry and Trade; fourprocedures of the Ministry of Agriculture and Rural Development; 14 procedures of the Ministry of Defence; eightprocedures of the Ministry of Natural Resources and Environment; twoprocedures of the Ministry of Public Security; oneprocedure of the Ministry of Health; threeprocedures of the State Bank of Vietnam and fiveprocedures of the Ministry of Culture, Sports and Tourism.
Decision No.1258/QD-TTg replaces the list of appendices issued together with Decision No. No. 1254/QD-TTg by lists specified in Appendix II, Appendix III, Appendix IV issued together with Decision No.1258/QD-TTg.
Decision N. 1258/QD-TTg amends and supplements a number of contents of Article 1 of Decision No.1254/QD-TTg related to the time limit forcutting and simplifying the list of goods subject to specialized inspection; develops legal normative documents on the specialized inspection and management.
According to the General Department of Vietnam Customs, the Standing office of the National Steering Committee for ASW, NSW and trade facilitation (Committee 1899), Decision 1258/QD-TTg shows the determination of the Prime Minister, the Committee1899 in directing ministries and branches to continue promoting the implementation of NSW and ASW.
The key goal is to fulfill the connection of administrative procedures related to means of entry, exit, transit, goods imported, exported and transited to the NSW. At the same time, it is the necessary legal basis for ministries and branches to continue expanding and carrying out administrative procedures, creating more favourable conditions for businesses and people.
Necessary to amend
According to the General Department of Vietnam Customs, to implement contents in Decision No. 1254/QĐ-TTg and the Prime Minister’s direction, over the past time, the Ministry of Finance has worked with ministries and branches to unify operational processes anddeveloped IT system to connect administrative procedures to the NSW and has achieved positive results.
However, after the implementation period, ministries and branches have reviewed, amended, supplemented and abolished some procedures.
According to the conclusion of the Deputy Prime Minister-Head of the Committee 1899 at Notice No.105/TB-VPCP dated March 22, 2019 and Notice No. 292/TB-VPCP dated August 15, 2019, last year, ministries and branches needed to implement 61 new administrative procedures.
As a result of reviewing and amending Decision No. 1254/QD-TTg, ministries reduced the number of procedures to be implemented in 2019 to 51 procedures.
According to the General Department of Vietnam Customs, as of July 31, 2020, 200 administrative procedures of 13 ministries and branches with 3.2 million dossiers of 40,000 enterprises have been connected to the NSW.
