Among 138 procedures connected to National Single Window, which ministry has the most procedures?

According to the Action plan on promoting National Single Window, ASEAN Single Window and the reform of specialized inspection of import and export goods and trade facilitation in the 2018-2020 period, ministries and sectors must connect 138 administrative procedures to NSW.
The number of procedures connected by the Ministry of Transport is the most with 65 procedures. Notably, all 65 procedures of this ministry are registered to connect in 2018. Of which, 44 procedures are connected in the third quarter.
However, presently, the Ministry of Transport has not yet officially announced the number of procedures that are connected in the third quarter. Over the past time, the Ministry of Transport is one of ministries that actively coordinated with the General Department of Vietnam Customs- the Standing Office of Steering Committee on ASW, NSW and trade facilitation to deploy related work and implement the pilot connection of many procedures.
The Ministry of Health must connect 23 procedures. But all these procedures are registered to connect in December 2018.
Regarding the performance of the task on connection of administrative procedures to NSW by the Ministry of Health, the Standing Office (until the middle of September), among the 23 procedures registered to be connected by the Ministry, there is only one procedure that the Ministry’s leading unit has coordinated with the Standing Office to perform relevant work, that is the procedure for announcing standards for medical equipment of type A.
But this procedure has not been connected because the Ministry of Health has adjusted and has not unified the operational requirements for this procedure.
It is concerning that up to the end of September, there were 22 procedures registered to be connected by the Ministry of Health in 2018, but currently, the Ministry’s leading unit has not coordinated with the Standing Office to implement relevant works. Of which, over 50% of procedures are managed by the Drug Administration.

Ministries that have many procedures that must be connected are Ministry of Natural Resources and Environment (12 procedures); Ministry of Agriculture and Rural Development (10 procedures).
In addition, 11 procedures related to ministries and sectors must be connected. Of which, 110 procedures are lead by the Ministry of Transport, and coordinated by the Ministry of Finance, the Ministry of Defense, the Ministry of Agriculture and Rural Development and the Ministry of Health.
1 procedure is chaired by the Ministry of Finance in collaboration with by the Ministry of Transport related to procedures of automated management and supervision for export, import or transit goods; people and means of transport on exit, entry and in transit under modes of sea, land and air transportation and modes of multi-modal transportation; connected with Ministry of Transport to exchange and share Positioning information for means of transport by sea and road.
Under the action plan, public administrative procedures that have a large number of transactions and affect the operations of enterprises, organizations and people, will be processed via National Single Window, which must reach at least 80% of the total number of administrative procedures related to export, import or transit goods; people and means of transport on exit, entry and in transit by 2019.
By the end of 2020, completing the target that all administrative procedures related to import-export goods, goods in transit; people and means of transport on entry and exit are connected via NSW.
