Automated system for Customs management and supervision: Modern management and human resource streamlining

VCN - On 1st March 2018, Ho Chi Minh City (HCMC) Customs Department has successfully deployed the automated system for Customs management and supervision at ICD Phuoc Long port (Thu Duc district - HCM city). Thus, from the beginning of 2018 to now, HCMC Customs Department has successfully deployed the the automated system for Customs management and supervision at 3 seaports and ICD. This result has helped modern management, reduced clearance time and reduced staffing.

Initial success

According to the HCMC Customs Department, implementing the Decision No. 2722 / QD-BTC dated 29th December 2017 of the Ministry of Finance on pilot application of automated Customs management and supervision for goods imported, exported and in transit at international seaports and civil airports, HCMC Customs Department has officially deployed the decision of the Ministry of Finance at Phuoc Long Port Company Limited (ICD 1) on 1st March 2018.

Mr. Trinh Chinh Sinh, deputy director of Phuoc Long ICD said that due to careful preparation in all aspects of Customs and enterprises, the implementation of automated system for Customs management and supervision at ICD Phuoc Long 1 port has been successful and the system has operated well. During the past years, the Customs sector has introduced many modern management programs, customs procedures reform, and the implementation of the automated system for Customs management and supervision at ICD Phuoc Long Port to further facilitate import and export enterprises and transport enterprises and warehouse operators.

Before 2nd January 2018, HCMC Customs Department has piloted the automated system for Customs management and supervision at Lotus Port (under the management of Sai Gon port zone 3 Customs Branch) and SP-ITC port (under the management of the Sai Gon port zone 1 Customs Branch), so far the system has operated stably and problems have been overcome in timely fashion, facilitating goods clearance and shortening procedures and paper work more than before.

Human resource streamlining

According to HCMC Customs Department, there are 58 port, and depot operators with 65 warehouses, yards and places. The implementation of automated system for

Customs management and supervision for goods imported, exported and in transit at international seaports and civil airports not only helps modern management, but also reduces a large number of officers in charge of manual supervision as before. That is authorizing warehouse, depot and port operators to connect software with Customs offices to manage goods, thereby closely and timely monitoring the process of moving and status of goods from the arrival to departure out of ports, warehouses, as well as transportation among Customs supervision areas. All stages are implemented on the software system, reducing manual supervision stages as before.

According to Mr. Dinh Ngoc Thang, Deputy Director in charge of HCMC Customs Department, leader of HCMC Customs Department, he determined that this program integrates many modern management programs to help close and timely supervision of transportation, movement and status of goods from arrival to departure out of ports or warehouses, as well as transportation among Customs supervison areas. Effective implementation of this program will create new breakthroughs in customs management at seaports and airports, shorten the time and costs for enterprises, and strengthen the Customs management and enhance the compliance of enterprises as well as prevent fraud and smuggling. By applying the automated system for Customs management and supervision, import and export enterprises can minimize the paper documents. As a result, reducing the burden of declaration and speeding up the clearance process.

With the determination of the Customs and port operators, HCMC Customs Department has successfully implemented Decision 2722 / QD-BTC dated 29th December 2017 of the Ministry of Finance on the pilot application of automated system for Customs management and supervision for goods imported, exported and in transit goods at 3 seaports and ICD. With this success, in the second quarter of 2018, HCMC Customs Department will deploy the automated system for Customs management and supervision at all remaining seaports and warehouses in the city.

According to HCMC Customs Department, there are 58 port, warehouse and depot operators with 65 warehouses, yards and places. The implementation of automated system for Customs management and supervision for goods imported, exported and in transit at international seaports and civil airports not only helps modern management, but also reduces a large number of officers in charge of the supervision and meets the criteria of human resource streamlining in accordance with the project of the Customs sector.
