Aviation National Single Window system and automated system for customs management and supervision are ready for official operation

VCN- After three years of pilot implementation, Ha Noi Customs Department has coordinated with units under the General Department of Vietnam Customs and other relevant units to officially operate the Aviation National Single Window system and the automated system for customs management and supervision for imported, exported and transited goods at at Noi Bai International Airport.

Prepare sufficient conditions

According to Ha Noi Customs Department, using the two systems will change the management method from manual to electronic data management method, ensuring information connection in three stages before and during customs clearance and bringing goods across the customs controlled area; synchronous information technology system creates an electronic working environment and businesses can interact with the system anytime and anywhere. In particular, official operation of the systems will control and supervise goods in, out and stored at cargo terminals; risk management will be applied in goods management and supervision.

Previously, Customs and the State management agency exchanged information manually, so it took a long time to make, send/receive and handle information. State management agencies have updated and shared electronic data via the National Single Window System, helping prevent violations of laws, affecting national interests and sovereignty

Deputy Head of Information Technology Division (Ha Noi Customs Department) Phung Quang Minh said to prepare for the official operation of the two systems at Noi Bai International Airport, the division has worked with relevant units to accelerate the preparation. As of March 12, the rate of automated handling and making of information of goods expected to load and unload across customs controlled area hit 91.3%. This rate meets the required rate of 90% to launch the system and is expected to hit the desired rate of 93% - 95%.

For automated supervision, Ha Noi Customs Department will work with the Customs Control and Supervision Department, the Customs IT and Statistics Department, three cargo terminal operators at Noi Bai International Airport to deploy and operate the system in accordance with requirements of the General Department of Vietnam Customs; fully implement automatic data exchange steps between the Customs system and the system of cargo terminal operators according to the provisions of Circular 39/2018/ TT-BTC. After completing the final stages of preparation, the Hanoi Customs Department will officially launch the system at Noi Bai International Airport.

Multi-dimensional benefits

According to Hanoi Customs Department, the use of the two systems will bring benefits to many agencies and businesses.

For Customs, it will improve the efficiency of customs management at international airports, especially in management, monitoring and supervision of goods in, out and stored at cargo terminals and completely processed automatically on the system. Previously, customs officers used the printed declaration and delivery note to check and confirm goods allowed to pass across customs controlled areas. The supervision and making statistics on goods in, out and stored warehouses were implemented manually. Therefore, it is difficult to verify goods that have not been allowed to pass the customs controlled area.

Currently, the permits for good to bring into cargo terminal based on the list of goods expected to load and unload across customs controlled area and inspection of goods out of the cargo terminal based on the list of goods eligible for passing customs controlled area of customs officer are automatically processed by the system. The system also automatically makes reports and inventory of backlogged goods for management and administration of leaders at all levels, so goods brought through the customs controlled area can be easily controlled, identified and verified.

For management of vehicles and passengers on exit and entry, the application of risk management will help customs authorities closely inspect, supervise and reduce gradually unnecessary inspections and only focus on targeted flights and subjects, reducing smuggling, trade fraud and illegal transportation of goods via international airports.

In addition, it will cut time and workload for customs officers and allow customs officers to perform more work and more efficiently. The synchronous IT system creates an electronic working environment and businesses can interact with the system anytime, anywhere.

Particularly, the system will minimise contact with businesses in the process of customs procedures, thereby reforming administrative procedures, making it more transparent for Customs authorities, and facilitating import and export activities, saving time and moving costs and warehousing costs of import and export enterprises.

For airlines, it will contribute to promoting domestic airlines to implement digital transformation and the modernisation of flight management systems according to international standards, improving competitiveness and efficiency of business activities. Creating a premise for Vietnamese and international airlines to apply e-airway bills in accordance with the Montreal 1999 Convention that the Vietnamese Government has ratified. It saves time, money and human resource for airlines because they do not have to make, print and submit paper records for each flight and can automatically declare electronic data ahead of takeoff to the National Single Window system.

For cargo terminal operators, it will not only save time, costs and human recourses in cargo handling, but will also improve the responsibility for the management of goods brought in and out of the cargo terminal. Along with that, the connection and the implementation of the National Single Window and Automated system for customs management and supervision will help improve the information technology system and the exploitation process of cargo terminal operators in accordance with the national standards and enhance competitiveness of enterprises; the control, monitoring, liquidity, checking of shipments quickly and completely processed automatically on the system.

Ha Noi Customs Department has developed a plan of implementation and will deploy this plan in the crunch time in March and April and expects that the systems will launch officially in May. The goal is to require 100 percent of airlines to declare electronically to the National Single Window; the rate of automated processing of e-manifest information on the National Single Window at more than 95 percent; and the rate of automated making of information of goods expected to load and unload across customs controlled area reaching more than 90 percent.
