Aviation Single Window mechanism: information gathered to one focal point

Convenience and management ensured
According to the Hanoi Customs Department, after a positive preparation for IT systems, training, information and atNoi Bai, the unit is now ready to deploy the National Single Window (NSW) system at Noi Bai International Airport under Decree 85/2019 / ND-CP and Decree 59/2018 / ND-CP of the Government.
Previously, the system was piloted at Noi Bai international airport since January 1, 2017, with the receipt of electronic information about goods with the first airline beingVietnam Airlines. By mid-May 2019, all airlines and warehouses had written commitments to participate in implementing the NSW mechanism.
From June 1, 2019, the number of airlines implementing electronic declaration about goods, passengers, luggage, flight crew in Noi Bai was 51out of 51 airlines (reaching 100%).The number of airlines operatingatNoi Bai sending electronic information about goods was 48 out of 48 (reaching 100%).
By October 1, 2019, the NSW system has met the requirements for the automated processing rate of electronic information declared by airlines at over 95%.
Based on the performance, on March 17, 2020, the Hanoi Customs Department issued a plan to officially launch the NSW system to process electronic procedures for all flights on exit, entry and in transit under Decree No. 59/2018 / ND-CP and Decree No. 85/2019 / ND-CP. It is expected that in May the NSW systemwill be officially deployed and connected to the automated management and supervision system at Noi Bai International Airport.
Hanoi Customs Department said that the implementation of ASW mechanism through the NSW system has many new points. The most important of which is that airlines provide electronic information for state management agencies in management of air transport vehicles. Before the implementation of the ASW, the regulations on management of air transport vehicles at the international airport were issued but were not consistent amongdifferent agencies.
For example, Customs requires airlines to provide information about passengers, goods,luggage and flights. The border security and immigration authorities require passengers to provide information in advance. Airport authorities also require information for general management. All this information (except information about passengers) is provided onpaper. As a result, the information sharing and use is very limited.
Therefore, when the ASW mechanism is implemented through the NSW system, all relevant information is declared electronically and linked to all management systems of the State agencies at airports.
Thus, the implementation of the ASW mechanism through the NSW system is the reception of information on flight schedules, flight crew lists, passengers, luggage and cargo for implementation of electronic procedures for aircraft on entry, exit and in transit through the NSW system.
Information sent to the NSW system is received and operated by five state management agencies at airports. The customs declarants only need to send electronic information to the state agenciesonce at the address: https://www.vnsw.gov.vn.
When information is sent to a state management agency, it is immediately and automatically shared to all relevant agencies. Passenger booking information is provided to ensure aviation security, national security and prevention of terrorism and drug smuggling through the airway.
In addition, the Customs authority also provides information among the agencies managing the airport warehouses and yards to serve customs supervision. When the relevant agencies receive this information, customs clearance shall be shortened and logistics transport and import-export enterprises supported well.
Ready for official deployment from May 2020
According to the Hanoi Customs Department, by collecting information before flights for analysis and inspection, state agencies can improve management efficiency, reducing the time and manpower involved in receiving paper records, at the same time apply risk management, ensuring aviation security and safety, and preventing smuggling and terrorism.
The equipment, as well as management and operation of IT systems, helps modernize state management agencies and improve the capacity of civil servants. The exchange of information and coordination of management among airport agencies will help deploy e-Government inVietnam.
Hanoi Customs Department is working with the units of the General Department of Customs and with relevant agencies to prepare all conditions to officially deploy the NSW system at Noi Bai International Airport.
In addition to coordinating with airlines to assess the situation, the need to build an information exchange system connecting with the NSW, the Customs agency regularly organizes training courses for both customs officers, airlines, airline agents and customs declarants in this area.
At the same time, the hotlines and help-desk of the General Department of Customs is available 24/7 to provide support for enterprises.
Through the pilot at Noi Bai international airport, the system has been operated smoothly and stably. This is the premise for the Customs agency to officially launch it from May 2020.
