Ba Ria-Vung Tau Customs: Collecting nearly 13 billion vnd of tax arrears

The Ba Ria-Vung Tau Department of Customs said that from the beginning of 2016 to date, the Department conducted a series of measures to collect tax debts and strived to accomplish the task of tax debt collection set out by the General Department of Vietnam Customs. However, the result of actual tax debt collection was not as high as tax debts which the Department must collect.

The main reason is that the world economy and Vietnam’s economy are still in a difficult period with many enterprises at risk of bankruptcy or unable to pay tax debts. Tax evasion is increasing and some enterprises are unable to pay bank loans while Customs authorities have no right to supervise enterprises' assets.

In addition, enterprises’ compliance with the law is not really good. Many companies still delay the payment of taxes although Customs officers frequently urge and organize many delegations and organizations to collect tax debts. Many companies even take advantage of loopholes in the tax payment deadline and the fine for late payment of tax lower than bank interest rates to do business.

Also, according to the Ba Ria-Vung Tau Department of Customs, most tax debts are collected, equivalent to 40 billion vnd, accounting for 39% of total delinquency. In fact, these tax debts have been oustanding for 10 years but Customs officers cannot collect tax arrears because of bankrupt and dissolved enterprises.

The verification of the deposit accounts of enterprises with tax debts in commercial banks is inefficient. In fact, the majority of the deposit accounts of these enterprises do not have enough money for Customs officers to carry out tax debt collection and assets of these enterprises are deposited as a pledge in banks which are hardly handled by the Customs.

By October 15, 2016, the total tax arrears of the Ba Ria-Vung Tau Department of Customs was nearly 124.8 billion vnd, including coercive debts of more than 103.6 billion vnd, a decrease of more than 17% compared to the same period in 2015.
